Campaign Action Group Contact Action Group Secretary – excellentelin@aol INFORMATION Construction of Inert Waste Recycling Facility and Associated Works Glyngwernen Quarry, Felinfoel Llanelli- Planning Application S/29950 The purpose of this leaflet is to raise awareness of a planning application to construct an Inert Waste Recycling Facility and Associated Works at Glyngwernen Quarry and its likely effect on local residents and the community at large. A Public Meeting was held on Saturday 28th of local residents, together with Nia Griffith MP and local councillors. Strong feelings opposing the development were voiced at the meeting and it was decided that an Action Group be established to organise a campaign to object to the planning application. The Action Group which held its first meeting last Thursday 3rd MP, Cllr Bill Thomas, (member representing Swiss Valley on the Llanelli Rural Council), a representative of Gestamp Tallent and local residents. The possible effects on residents and the community are detailed below:- • Gestamp Tallent, Llanelli, (formerly Camford/Fishers) have expressed their concerns over the impact this potential development could have on their operation and the local community. • Increased traffic movements, large lorries, skips, dumper trucks, vans etc. taking building waste to and from the Quarry. Traffic could approach the site from at least three different directions – Penprys (past the Crematorium), Millfied Road onto Llethri Road where there is already a dangerous junction, which could increase traffic through the Swiss Valley estate and via the Dafen Link Road. • An increase in traffic movements on Llethri Road could jeopardise the safety of pedestrians and children walking to and from Schools in the area. • There is concern regarding asbestos being included within the building waste being transported to the Quarry. This in itself has serious health implications. Neither the applicant nor his representatives were able to allay fears raised by residents at the public meeting regarding this issue. • The Planning Application states that 20,000 tonnes of waste would be recycled per annum. There are concerns and questions relating to whether this would be a financially viable operation, and if the planning application were to be successful how this would be monitored and checked. There would be a requirement to crush the waste which would involve the use of a specialist crushing machine; this would of course generate significant levels of dust and noise. There is contradictory information on the number of times per annum that this process would need to be undertaken. • It is obvious that this development will produce Dust, whether through the transportation of inert waste, its storage or the operational process of crushing. There are concerns relating to dust and its effect on residents, especially children and people suffering with chest complaints e.g. asthma. The effect would be exacerbated due to wind direction and the geography of the surrounding area. June, which was attended by a large number • This development will most definitely increase Noise levels i.e. traffic movements and the crushing process. • The Planning Application states that a soak away system would be the means of water disposal and also states that there is no system to deal with foul waste/water. Drainage from the Quarry enters the River Dafen at Llethri Bridge via a 500mm pipe. The River Dafen flows into the Burry Estuary which is part of the Carmarthen Bay and Estuaries Special Area of Conservation. “There is a likelihood that otters use the River Dafen as a travel route, it is therefore essential that no polluted discharge or effluent from the Quarry enters the River” (Quote Ecological
