TEACHERS SERVICE COMMISSION; GUIDELINES FOR RECRUITMENT OF POST PRIMARY TEACHERS 2013 1.0 GENERAL INFORMATION (a) Following the advertisement for recruitment of teachers, Boards of Governors are required to conduct a selection exercise for the advertised vacancy(ies) in their institutions. The names of interviewed candidates ranked in order of performance during the selection process for each vacancy will then be presented to the Commission. (b) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officer Ethics Act, (2003). The Head of institution is required to appraise the panel members on the relevant sections of the Act before the commencement of the selection exercise. (c) (i) All applicants must be registered by the Teachers Service Commission. Those without registration certificate must produce a print out of the application form as evidence of application for registration. (ii) Preference shall be given to applicants who have not been previously employed by the Teachers Service Commission. (d) Applicants will be required to submit their application to the Secretary Board of Governors and a copy to the District Staffing Officer. (e) The date of interview should be displayed on notice boards at the Counties, Sub-Counties and institutional offices, seven (7) days before the actual date. (f) If for any justifiable reason, the date of the interview is changed, each applicant should be notified of the new date in not less than two (2) days before. (g) All applicants should be given equal opportunity. However, in case of a tie, applicants with disabilities may be considered on affirmative action so long as they meet the stipulated recruitment criteria. (h) Once the exercise is completed, the results must be communicated to the applicants the same date. The selected candidate(s) from the merit list should be issued with the TSC employment form. (j) The completed forms should be submitted to the TSC County Director’s office. The TSC County Director will in turn submit the recruitment documents to the TSC Headquarters within the stipulated deadline. 4.0 SELECTION CRITERIA i) The Secretary Board of Governors should compile a list of all applicants ii) Applicants should present themselves in person to the selection panel iii) The selection panel should vet each applicant to find out if he/she:- a) Is a qualified teacher b) Meets the requirement of the TSC advertisement • Be Kenya Citizens • Be a trained teacher with at least two (2) teaching subjects • Be 45 years of age and below c) Has all the required original academic and professional certificates and all official transcripts iv) The panel should then score each candidate based on the selection score guide appendix 1A or 1B v) The successful candidate(s) shall then fill the TSC employment form. 5.0 QUALIFICATIONS i) Graduate Teachers Applicants must have a minimum of two (2) principles and one (1) subsidiary pass at ‘A’ Level or a minimum mean-grade of C+ (plus) at KCSE and in each of the two teaching subjects. In addition, they must have: a) A Bachelor of Education Degree in two (2) teaching subjects. b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects. c) Applicants with a minimum of C plain at KCSE plus a Diploma in Education with at least a C plain in two teaching subjects should be considered. ii) Diploma Teachers (Secondary) Applicants must have a minimum of one (1) principle and two (2) subsidiaries at ‘A’ level or a mean grade of C+ (plus) at KCSE or its equivalent and with at least C+ (or Credit Pass) in the two teaching subjects. In addition, they must have: (a) A Diploma in Education from a recognized Teacher Training Institution. (b) Diploma Teachers who graduated in 2007 or before with mean grade C (plain) and subject grades of C (plain) or their equivalent qualify for consideration. iii) Technical Teachers Applicants must have a minimum of one (1) principle and two (2) subsidiaries at ‘A’ level or C- (minus) at KCSE or their equivalent. In addition they must have: (a) A Diploma in a technical subject (course). (b) Higher Diploma in a Technical subject (course). (c) Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC). NB: Diploma Technical Teachers are only eligible for employment in secondary school where applicable. For TIVET Institutions the applicant must have a minimum of a higher diploma. iv) Special Needs Education Teachers Applicants with special needs subjects (KSL or Braille) plus one (1) other teaching subject qualify for employment. NB: i) Candidates whose training is in subjects that are currently not in the curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE). E.g. Bachelor of Science in: - Natural Resources - Meteorology - Forestry - Animal Husbandry - Horticulture - Farm Machinery - Fisheries - Theology etc ii) Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE vacancies respectively. Similarly, candidates with Bachelor of Science – Agricultural Education and Extension (Egerton University) can apply for Agriculture/Biology vacancies. iii) Diploma Teachers with English/other subject in the curriculum qualify for employment as English/Literature teachers. iv) All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Arabic and Computer. For Business Studies and Agriculture one should have attained a minimum of C+ (Plus) in Mathematics and Biology respectively in KCSE. While for Arabic one should have attained a minimum of C+ (plus) in IRE. v) Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject. vi) (a) Both Degree and Diploma Teachers who may not have attained the minimum entry requirement of C+ should have a relevant pre-university, bridging course/A – level from a recognized institution. (b) Bridging will be accepted only for a candidate who attained mean grade/subject grade of C Plain and should be done before admission to a course. vii) Candidates presenting enhancement certificate in a teaching subject(s) from recognized institution qualify for employment. Applicants previously employed under contract and whose services were terminated due to deficiency in academic qualification and have since enhanced are eligible to apply. 6.0 DOCUMENTS TO BE SUBMITTED TO THE TSC The TSC County Director who is responsible for handing over of the following to the TSC Headquarters: (a) Duly filled application form(s) for employment together with certified copies of academic certificates, professional certificates and all official transcripts, identity card and two passport size photographs in respect of successful candidate(s). (b) A list of all applicants in order of merit for the advertised vacancies in Appendix (III) (clearly mark the candidates who fail to attend the interview). (c) Duly signed minutes of the Board of Governors. (d) A commitment letter duly signed by the candidate binding him/her to teach in the station for a minimum period of five (5) years. 8.0 COMPLAINTS Any candidate who is dissatisfied with the exercise should complain immediately to the County Director in writing and send a copy to the TSC Headquarters not later than 7 days after the selection exercise. 9.0 IMPORTANT NOTES i) Under no circumstances should the employment form provided be defaced or photocopied for use.
