THE FARMERS DEMAND FOR A CERTIFICATE OF FINANCIAL IMPLICATION ON THE LAND AND AGRICULTURE DEVELOPMENT BANK BILL,2013 AND CHALLENGE GOVERNMENT TO WALK THE TALK ON COMMERCIALISATION OF AGRICULTURE, IF NIGERIA, GHANA, SOUTH AFRICA HAVE AGRICULTURAL BANKS WHY NOT UGANDA THAT IS GIFTED BY NATURE AND THE PEARL OF AFRICA. After attending and speaking at the Eastern Uganda Farmers conference in Soroti- My HOPE for a better Uganda is more than alive because Farmers discussed and resolved to mount pressure for the Land and Agricultural Development Bank that is State Owned like in China, Pakistan, Nigeria, Ghana, South Africa and many other developmental states. Am sure if the President of Uganda had attended this conference he would have surely reflected deeply on his policies towards Agriculture Financing- but it is not too late. Just imagine if Ugandans denied the current President the budget of donations worth 90 billion or a new President foregoes the politics of brown envelopes and invested the over 90 billion for donations into Agriculture Financing at the lowest interest rate. What would be the outcome and transformation on the livelihood of small scale farmers? If we capitalized the Land and Agriculture Development Bank every year with 90 billion in five (5) years that would be 450 billion and with branches across the Country- how much would be achieved towards uplifting the poor small scale farmers to commercial farmers? Farmers of Uganda Arise now, the ground we are standing on is sinking - it is time that together we demanded for the Land and Agriculture development Bank that is state owned and can spend 70% of the loans to agriculture financing especially to transform small scale farmer to commercial farmer and attract youth back into the agriculture sector. Commercial Banks cannot be an option. Together we must mount pressure on the government for tangible Agriculture Financing rather than feed us on lip- service that ends in Manifestos and state of Nation addresses? My big thanks to the Organisers of the farmers’ conference, the Farmers who attend from over 39 districts, the LC V chairman -Soroti and Hon. Angeline Osege(Soroti District-MP) who passionately rallied farmers to support the Private Members Bill, 2013- on the Land and Agriculture Development Bank. The struggle must continue- we shall overcome soon!
