The Arizona Board of Regents ABOR will hold its next meeting 8am on Thurs Sept. 25 at the High Country Conference Center in Flagstaff 201 West Butler Ave. highcountryconferencecenter/location The public forum entitled call to the audience will commence at 8 AM where any Arizona resident/taxpayer is allowed to address the entire Arizona Board of Regents/ABOR Staff/University Presidents etc. The Veterans have notified me that they will be delivering the nearly 110,000 signatures on their change.org petition to the members of ABOR, and will be leading a peaceful demonstration afterwords. A press conference will be hosted by these Veterans in the lobby immediately after the Call to the Audience is over. This is an opportunity for MMJ patients, supporters of the prop 203 law, or simply supporters of science over politics, veterans etc. to finally speak their mind. There is a continued effort to impede marijuana research at our state universities. These public institutions (supported by taxpayer dollars) previously served as a sanctuary for cutting-edge research, but not when it comes to whole plant marijuana research. This obstruction starts with our ABOR chairman, Mark Killian who does not believe that marijuana research should ever be conducted on campus. Regent Killian believes that Marijuana RESEARCH should be delegated to hospitals etc. However, sadly hospitals dont favor this work either. And why do we pass laws such as SB1443 that confirmed it is LEGAL to do this Marijuana research on campus and yet not abide by this law? This law was signed by Governor Brewer in May 2013 and still NO whole plant marijuana research has been allowed on any of our university campuses. Be it enacted by the Legislature of the State of Arizona: Section 1. Section 15-108, Arizona Revised Statutes, is amended to read: 15-108. Medical marijuana; school campuses; prohibition; definition A. In addition to the limitations prescribed in section 36‑2802, subsection B, a person, including a cardholder as defined in section 36‑2801, may not lawfully possess or use marijuana on the campus of any public university, college, community college or postsecondary educational institution.� THIS SUBSECTION DOES NOT PROHIBIT MEDICAL RESEARCH PROJECTS INVOLVING MARIJUANA THAT ARE CONDUCTED ON THE CAMPUS OF ANY PUBLIC UNIVERSITY, COLLEGE, COMMUNITY COLLEGE OR POSTSECONDARY INSTITUTION AS AUTHORIZED BY APPLICABLE FEDERAL APPROVALS, WHICH MAY INCLUDE THE UNITED STATES FOOD AND DRUG ADMINISTRATION, THE UNITED STATES DRUG ENFORCEMENT ADMINISTRATION AND THE NATIONAL INSTITUTES ON DRUG ABUSE, AND ON APPROVAL OF ANY APPLICABLE UNIVERSITY INSTITUTIONAL REVIEW BOARD. B. A person may not lawfully possess or use marijuana on the campus of any high school, junior high school, middle school, common school or preschool in this state. ==================== The September 25 ABOR call to the audience will work as follows: 1) Anyone who wishes to speak will need to fill out a “call to the audience” form to be offered before the meeting starts. The secretary will call out persons who filled out a form to speak to the audience at a pre-determined podium. Each person will have 3 minutes to speak.
