The DOEs new student promotion policy, announced today, finally gives educators a voice in deciding which students should advance to the next grade instead of relying solely on state test scores. UFT President Michael Mulgrew called the new policy just common sense, saying: It is time that New York City takes into account all the work a child does the rest of the year, in the classroom, where the real learning takes place.
