A single composite scheme under the aegis of Tea Development and Promotion Scheme was recently approved by the cabinet committee on economic affairs, to be implemented through the Tea Board with a project outlay of Rs 1,425 crore. This is unlike earlier years when separate schemes were made available to address different aspects of the sector. A separate provision has been formulated to meet the development needs of small growers that have risen as a potent force contributing over 35 per cent to total production. For the development of small holdings, the government has set aside Rs 200 crore. Subsidy for replantation will rise to 30 per cent of cost against 25 per cent in the previous plan. This addresses the concern of revenue loss of planters owing to uprooting and replanting and the resultant gestation period involved for bushes to revive. Subsidy will also be available for extension planting, which is increasing the land for production. There will be a 25 per cent additional subsidy for organic tea planting. Also, earlier a garden could avail subsidy for up to 100 hectares for irrigation at Rs 10,000 per hectare. This will now be raised to Rs 20,000 per hectare. This is almost a 100 per cent jump in subsidy rates, said an industry source. The scheme has allocated Rs 400 crore to plantation development, Rs 350 crore for quality upgradation and product diversification, including orthodox production, Rs 200 crore on market promotion and Rs 150 crore on research and development. Human resource development and the national programme of tea regulation will have at their disposal Rs 100 crore and Rs 25 crore, respectively. The Confederation of Indian Small Tea Growers Association (Cista) welcomes the approval of the scheme. This is the first time in tea history that the government has allocated Rs 200 crore exclusively for small tea growers. I hope this initiative will create a new dimension in the Indian tea industry, said Bijoy Gopal Chakraborty, president, Cista. Under the national programme of tea regulation, the process of securing licences, seeking their renewal and certifications covering different aspects of the tea trade by members of the industry will be completely done online. This was done manually before. Besides, the government plans to conduct auctions online across the country, instead of the current practice of holding them at designated centres.
