Congress would need to draft a new agreement at that time to avoid another budget crisis ... President Obama quickly endorsed the Senate deal ... Spokesman Jay Carney, briefing reporters on Obamas reaction to the bipartisan Senate deal that emerged on Capitol Hill, said the agreement will reopen the government and remove the threat of a debt default ...
