The formation of the German nation-state was a reaction to Napoleons occupation. France involuntarily created a competitor that became stronger than itself and won two decisive military victories over France: 1870 and 1940; today German power overshadows French power in Europe. The formation of Ukrainian nation-state which we see in these days is a reaction to Russias attack. Quite possible that Putin creates a competitor that will change Russia one day by force of example, through attraction. Best bet for Russian reform is support for reform in Ukraine.
