The ostensible reasons of IGAD protection force deployment in South Sudan is for protection of civilians, the country’s oil fields and other important installations as well as shouldering the monitoring and verification tasks. But as UNMISS already mandated in protecting civilians in a situation of crisis, it is better to extend the mandate of UNMISS rather than brining regional forces that have been engulfed already in geo-politics. Uganda already lost its credibility by bombarding rebels. The rest, they have their own political and geo-political interests that can be contradictory. Besides as the SPLA North played a pivotal role in supporting South Sudan government forces dislodging unity state from the grip of rebels, this critically signals the truth behind the long standing complain of North Sudan. The president of the Arab Republic of Egypt, Adly al Mansour said his country is preparing to send troops to South Sudan in order to help protect the country from the chaos. It is a paradox that the Egyptian President strongly condemned the so called “failed coup” attempt and expressed his support to the democratically elected president of the Republic of South Sudan. The recent move by Egyptian to send military troops to South Sudan and the South Sudanese foreign minister commitment to support Egyptian in settling the concerns voiced by Egyptian with the recent Nile initiatives signatories can also strongly drag the east African states toward geo-political hassles. Besides I think the Security Council cannot accept easily the decision of IGAD to deploy a force while UNMISS is operating there with a mandate of protecting civilians. Replicating the same mission to two different entities might also have an implication on credibility and capacity of UNMISS to safeguard civilians. Anyways, South Sudanese oil is dragging all the external actors to South Sudanese conflict. The combatants are completely swimming the pools of military might game. I have seen readiness and commitment from both combatants to initiate all inclusive negotiation based on justice, reconciliation, democratic values, human right principles and international norms.
