The process of setting targets moves from top-management who set overall goals to operational staff who carry out the on-site tasks. Management requires to set quantifiable targets and objectives by first identifying the potential for improvement by external industry benchmarks and standards. Each manager is responsible for evaluating the potential implications of the objectives within his or her area. It requires unanimous agreeing to finalise objectives with all those involved including operational staff. Its a process and constant monitoring not just dumping the targets to staff. Everyone is equally responsible for completion of targets. When u give targets to someone, first prove that it is achievable as if you are in their shoes. Only then judge the performance.
