This is the 1987 Preamble of the Philippine Constitution : We the sovereign Filipino people,imploring the aid of Almighty God, in order to build a just and humane society, and establish a government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the blessings of independence and democracy, under the rule of law and regime of truth, justice, freedom, love, equality and peace, do ordain and promulgate this Constitution. --- It is clearly stated that the sovereignty or power is in the people particularly the taxpaying citizens of our country. And that there is no ruler but the law or the rule of law not the president. Even the president is under the law. The rights of the president as a citizen is equal to the rights of a citizen who is a beggar in the country. The only difference is that the president is empowered or deputized to exercise such powers as provided by the law which law was made as an agreement or contract between every citizen which is the people. It is therefore very clear that the law is the people who made, ordain and promulgated it. And that they are the sovereign or power. Therefore the people is the government not the government officials and employees including the president. They are the employees we pay to execute and manage the affairs of the Filipino people. They are not the BOSS but we the taxpayers. We pay them to serve us as they are serving themselves alike. So that every taxpaying citizen has the right to demand all the blessings and benefits of the government from the employees. Nowadays it is the opposite! It is the people who seems to be begging or asking favor of their services and most of the times the employees are treating them like servants and them like kings and rulers. The true spirit of the law has been turned upside down especially to those who are not learned. The Constitution is the basis of all laws or the mother of all laws. No law must be passed or ratified and promulgated which is contrary to the Constitution or that which is unconstitutional. The PDAF or the Pork Barrel was found to be unconstitutional by the Supreme Court just recently which is suspiciously not found to be unconstitutional for so long now. WHY??? WHAT TOOK THEM SO LONG TO FIND OUT???? So here it is my people!! Read it again and again for you to understand and from this day onward stop asking favor every time you needed a government service. Respect their office but never ask a favor and instead you demand as a taxpayer. If you find that the service is intentionally denied or delayed or that they are making you run here and there like a ping pong ball, raise your voice at them and demand. These idiots think that they are superiors just because they are working for the government. Dont make them feel the bosses but the servants. Remember that word equality. Never allow them to corrupt you neither you corrupt them ever!! I strongly suggest that the Constitution be included in the school subjects from grade one to high school especially the Bill of Rights that every citizen will not be ignorant about their human rights. It is only then they will learn to love their country and their freedom. I am not a lawyer FYI so dont think that I am an expert about the law. THATS ALL FOLKS!!!
