Those without homes often end up behind bars, and many cycle through the system repeatedly. But the Shelby County public defender’s office recognized the pattern and realized those individuals might be better served being sentenced to treatment, which sparked the Jericho Project. “Folks who get that, who have a plan, who have support, who have a place to stay if they need it, they don’t come back as often so the financial costs and human cost of taking care of them while they’re in jail, certainly go down.
