Job Description The Transport Assistant reports to the Field Office Chief or his/her deputy, while maintaining a separate reporting line on substance issues to HQ Transport Section, in the development and implementation of transport policies. As part of the Field Office, s/he will contribute to the efficient and effective running of the Field Office tasks being responsible to the EUMM Administration and responsive to the respective Field Office Chief. Duties and Responsibilities The National Staff Member will be required, in accordance with the EUMM mandate, the Code of Conduct and the EU conditions of service for nationally employed Staff members, to perform the following tasks: • Makes sure all Field Office vehicles are in best possible technical and visual conditions; • Liaises with Fleet Maintenance Unit on all FO vehicles maintenance/repair issues; • Liaises with FO Operations on vehicle operational use; • Performs first line FO vehicles services/repairs, assessment of vehicle technical condition; • Maintains, updates and makes available whenever necessary all FO vehicles maintenance/repair database; • Communicates with TTU and insurance company all FO vehicle accident related issues, make sure that all determined and relevant documentation is prepared and submitted to TTU timely; • Maintains, updates and makes available whenever necessary all FO vehicles accident database; • Submits to TTU monthly FO vehicle/fuel use reports; • Instantly coordinates with TTU all changes to FO’s vehicle database; • When required prepares statistics on all relevant areas of responsibility; • Coordinates at FO level all driver training activities; • Synchronizes with TTU the training contents, locations and the number of instructors and trainees; • Performs other work related duties as requested. Eligibility criteria Candidates must meet the following conditions by the deadline of applications • Have a level of education which corresponds to completed university studies of at least three years attested by a diploma; • Have a thorough knowledge of the English and Georgian languages (technical English essential); ability to write and communicate in a clear and concise manner; • Enjoy full civil rights and do not have criminal record; • Valid national driving license of B category, C category desirable; • Be physically fit to perform the duties relating to the post; such physical fitness should be attested by a medical certificate. Essential criteria • To have minimum 3 of years of professional experience in fleet maintenance, transport operations related occupation; • Experience in positions requiring analytical and organizational skills, with a service- and project-oriented approach; • Very good experience of using data for preparing reports; • Good knowledge and experience of Office Suites. Additional assets • Russian language desirable; • Professional qualification in transport maintenance management; • Professional experience in an EU and/or international environment; • Experience of working in an intercultural environment, with respect of diversity. Personality assets • Have strong sense of initiative, responsibility and autonomy; • To focus on priorities, to monitor and evaluate procedures and processes; • To deliver work on time and to agreed standards, even under pressure; • To build productive and cooperative working relationships with other staff members; • To have a positive attitude to working in a core team of more than 10 people; • To have a strong sense of confidentiality and discretion in dealing with Mission-related matters. Note: This is a contract position (function group II), governed by the EUMM Georgia local staff employment conditions, with an initial contract period to 14.9.2013, which includes a 3 month probation period, and renewable, subject to the Mission’s mandate extension, performance evaluation, etc.
