UPDATES ON PRADHAN MANTRIS JAN DHAN YOJANA SCHEME: AS ON 18.09.2014 MORE THAN 40 MILLION ACCOUNTS HAVE BEEN OPENED UNDER THE PRADHAN MANTRIS JAN DHAN YOJANA SCHEME AND BANKS HAVE MOBILISED RS. 3700 CRORES SO FAR AS PER SOURCES FROM MINISTRY OF FINANCE. ------------------------------------------------------------------------- PRADHAN MANTRI “JAN-DHAN YOJANA”: “MERA KHATA BHAGYA VIDHATA” The Prime Minister of India announced ‘PRADHAN MANTRI JAN-DHAN YOJANA on 68th Year of our Independence Day. Under this scheme, anyone can easily open a Bank Account and avail the following benefits: AIM: INITIALLY AIMED AT 1.50 CRORES SMALL,ZERO BALANCE ACCOUNTS AND AIMING TO ACHIEVE 8 CRORE ACCOUNTS As on 31.08.2014, 2.14 crore Accounts were opened. Aim is to open 8 crore accounts before Republic Day 25.01.2015. Under the programme, camps of Banks shall be held till 25.01.2015 to achieve the AIM and Target of Prime Minister. SPECIAL BENEFITS: - SECURITY OF MONEY ALONG WITH INTEREST - WITHDRAWAL OF MONEY FROM ANY ATM WITH A DEBIT CARD, THE RuPay CARD - ACCIDENTAL INSURANCE COVER OF RS. 1 LAKH - LIFE INSURANCE COVER OF RS. 30,000/- - NO MINIMUM BALANCE REQUIRED ADDITIONAL BENEFITS: - EASY TRANSFER OF MONEY ACROSS INDIA - BENEFICIARIES OF GOVERNMENT SCHEMES WILL GET DIRECT BENEFIT TRANSFER - AFTER SATISFCTORY OPERATION OF THE ACCOUNT FOR 6 MONTHS, AN OVERDRAFT FACILITY OF RS. 5,000/- WILL BE PERMITTED - PENSION, INSURANCE ETC. DOCUMENTS REQUIRED: (as per Guidelines issued by Department of Financial Services, Ministry of Finance, Govt. of India) If you have an Aadhar Card/Aaadhar Number, no other document is required. If your address has changed, then a self certification of your current address is required. If you don’t have Aadhar Card, then bring one of these: Voter Card, Ration Card, Driving Licence, Letter from a Recognised Public Authority, or Public Servant or Sarpanch. Otherwise, any one of these (as Identity Proof): Identity Card of any Accredited Institution, Job Card issued by NREGA and any one of these (as address proof): Electricity or Telephone Bill, Birth or Marriage Certificate. Many of the Camps being set up by Banks for opening of accounts have the facility of Issuing Aadhar Card for those, who don’t have it. Special camps for opening Bank Accounts: On 28th August, 2014 to mark the launch of this scheme, large number of camps is being organised by Banks. Preparatory Camps will also be held from 25th-27th August, 2014 in the same areas.ALLAHABAD BANK, which is celebrating its 150 years of existence, has taken up this PRADHAN MANTRI JAN-DHAN YOJANA SCHEME as a challenge, as our Bank has many Rural and Urban Branches than many of the 20 Nationalised Banks. Our Bank’s Mumbai Zone through its Ghatkopar East Branch, Mumbai, has launched the scheme on 28.08.2014 at 3.30 pm at Muttumariamma Mandir Hall, Kamrajnagar, Ghatkopar East, Mumbai. The ceremony was graced by BJP MP, Shri. Kirit Somaiya as Chief Guest, while Shri. Prakash Mehta, BJP MLA as Guest of Honour. Field General Manager of our Western Zone (Mumbai, Nagpur and Ahmedabad Zones) Shri. Sanjay Aggarwal has attended a similar Programme at Nagpur. Our Bank’s programme at Lucknow was enthusiastically inaugurated by Home Minister and BJP MP from Lucknow Shri. Raj Nath Singh in the presence of our Chairman & Managing Director, Shri. Rakesh Sethi, which was shown live at 4.30 pm on 28.08.2014. The said initiative Programme of the Bank was also successfully organized by all the Zones of the Bank in their areas of jurisdiction with all enthusiasm. MASSIVE PROJECT UNDER FINANCIAL INCLUSION PROGRAMME: State Bank of India, the country’s Largest Bank with a largest network of over 16,000 Branches and 50,000 Business Correspondents has set up an aim of 3.75 crore accounts. For the Jan-Dhan Yojana, the Bank had set up 11,274 camps and added 20.13 lakh accounts in a period of 15 days. Bank of Baroda has added 14.94 lakh accounts through 7610 camps and 6811 sub-service centres. ICICI Bank, th largest Private Lender, which introduced about 8.5 million unbanked people into the Banking Fold, plans to open 2.5 million accounts under the Jan-Dhan Yojana, thereby taking the total number of accounts under its Financial Inclusion Programme to more than 20 million. The ICICI Bank conducted 1100 camps, in its branches and in villages during the Special Drive. IDBI Bank is another Bank, which opened more than 3.62 lakh basic savings accounts under this plan, as against the Targeted number of 2 lakh accounts and held camps at more than 6800 locations across the length and breadth of the country. Most of the Other Public Sector Banks have set up one lac accounts. Overall, the programme has been launched with a roaring success. But the challenge for Banks is to stay focused and continue with their efforts to rope in more unbanked villagers to reach their Targets. Apart from empowering the account holder against the local banias and chit funds, these accounts are also meant to prevent pilferage of the subsidy schemes of the Government by directly transferring the benefits to the beneficiaries. PROBLEMS/DIFFICULTIES ENVISAGED UNDER THE PANT PRADHAN JAN-DHAN YOJANA SCHEME: First and foremost, THE SPEED, which generally thrills but kills also many letting in some impersonators as customers. Secondly a lot many of those desirous of opening of accounts are already having accounts with different banks and this might defeat the very purpose of inclusive banking. This way the already INCLUDED are being REINCLUDED at the cost of EXCLUDED for whom the scheme has been customised. It is not clear as to how the banker would judge the conduct of an account having ZERO balance i.e. having no transaction for sanction of the overdraft limit of Rs. 5,000/-? Doesnt it look like immature implementation and faulty execution of a very noble idea? Thirdly, the much publicized account opening for Jan-Dhan Yojana Scheme is in full swing but sadly enough that nobody bothered to create a proper bulk upload file with village code. All the Bulk uploaded accounts can lead to wrongly/incorrectly opened accounts, as no guidelines in this regard are issued by Individual Banks. Almost all banks informed its employees to first mobilization and opening of accounts using bulk upload thereafter enter the village codes and then change the segment code and product type. Some Bank Employees feel that the purpose is not open accounts properly but to appease Higher Ups in Banks and Ministry Officials by first Opening and Uploading the accounts in bulk and give the figures and get 200 likes and a get a pat from bosses and after that when comes linking of customers, it will be only the baby of he Branch and then everybody goes against them questioning as to how the accounts were opened without complying the procedures of the Bank in opening so many SB Accounts. ADVICE TO BANKERS: PLEASE FOLLOW THE GUIDELINES SCRUPULOUSLY......
