G had submitted a memorandum to ZP CEO Sri Mohammad Salahuddin on the 21st of June 2014 in bring the concept of ‘Swaraj’ carrying out a field study and interacting with the people about the need for increasing the number of GPs, based on the recommendations given by the committee set up by the State government to study the relevance of the Karnataka Panchayat Raj Act, 1993 headed by MLA Ramesh Kumar, chairman of the panel. a) For making gram sabhas mandatory and supreme when it came to decision making. Issues such as direct election of panchayat presidents and vice-presidents, and setting up a planning authority were being looked into. b) For upgrading the post of Panchayat Development Officer and also making the official work according to the decisions of the gram sabha. “The idea is to ensure that the gram panchayat representatives need not have to approach the higher bodies everytime.” c) Recommendations would be to check the practice and make gram sabhas more independent and transparent in the functioning of the gram panchayats. The district unit of Aam Admi Party (AAP) has suggested to the Committee & had a press meet on the 22nd of June 2014 after having done a thorough study on Reorganisation/Delimitation of Gram Panchayats, headed by Mr. S.G. Nanjayyanamath, to consider increasing the number by 71 & also wanted upgrading eight Gram Panchayats to Town Panchayats in Bellary District based on recommendations given by the State government committee to study the relevance of the Karnataka Panchayat Raj Act, 1993, headed by S.G. Nanjayyanamath. Recommendations: a) There would be one representative for a population of 400, and in that context, there would be an increase of at least eight to 10 gram panchayats in each district. “The exercise would help in providing better administration at the grass root level, enable better utilization of funds, and be more convenient to the people.” b) In villages, where the population was 10,000 or more, the committee would recommend the setting up of Town Panchayats. Mr. Shivakumar Malagi also said that AAP party was in favour of establishing a Gram Panchayat for the tribal hamlets, located around 25 km away from the existing Gram Panchayat headquarters, in villages/village cluster where there were high incidence of infant mortality rates (IMR) due to malnutrition, low percentage of literacy rate among girls, improper health and hygiene among other things.
