Why do apartments rent anything but bottom floor units to people - TopicsExpress

Why do apartments rent anything but bottom floor units to people with toddlers!! Our upstairs neighbor has a 2YO that is constantly running and jumping....to the point it shakes the pictures on our walls. My husband tried to politely explain this to them the other night, and they called him a liar :( . The neighbor also said, Well, Im not going to stop her [the demon child] from playing. Theres a playground right behind our unit - make her run outside!! But he is a big fat guy, so he probably doesnt want to walk down to the playground from the top floor. The child also wakes up between 4-6 AM every morning screaming and pounding the floor. Im sorry if your child has night terrors, or some other issue, but that should not cause me to loose sleep, and I work swing shift, so I havent had much sleep since we moved here...especially because the evil child wakes up around 7AM and starts running and jumping. I have a panic disorder and the constant banging and screaming (not to mention the lack of sleep) is really starting to rattle my nerves!! Hubby and I are planning to talk to the manager about it, but Im not hopeful that she will do anything. Even if we can move units, it will cost us $400....which I think our neighbors should have to pay for our pain and suffering...
