if the Holy See has no jurisdiction over every member of the Catholic Church and persons who live in a particular country are under the jurisdiction of the legitimate authorities of that country, then why have members of the church been protected from legitimate authorities by the church - including paying off families to keep quiet and transferring criminal members to new parishes or even across borders - to cover up their crimes and keep them from paying for their crimes?
