#pradhanmantri 13.07.2013 Respected countrymen, my brothers and sisters of young India, today I want to openly share my vision on 100 Things India must do to make India the super power An India of 2030 and An India of 2050 Growth Vision 1. We will be making India’s long term plan should be for the year 2030 and 2050. 2. We will ensure that our Parliament must release a 2050 vision document for India. What will be India’s need for Roads , Rails, Metro, Airports , Sea ports , Electric power , Drinking water , Schools , Hospitals , Parking space , Vehicle life , Populations , Shopping malls , Coal , Steel and other alloys , Oil Petrol, Diesel, Food grain , Banks , Courts , Judges, Police , housing ,Defence strategy etc.. 3. India must aim at 12% growth rate from 2020 and all the planning must be to achieve this. Whenever there is recession elsewhere our growth hover around 10%. There should be Vision team India with max 100 members each one with specific tasks. Now these experts must work and deliver to India and not merely be seen in TV interviews or Page 3 Power 4. India must generate 25000MW power in 2014-2020 each year and then 50,000MW from 2020 to 2030 and plan up to 2050 based on demand and supply. We should be power surplus country moving from current where we have 14 hours power cut. We must have a separate committee working into need for funds, land, equipment’s and distribution. 5. 30% of India’s power must be from solar and other renewable energy sources. 10% should come from wind and another 10% from sea. Rest from conventions energy from Hydra and thermal bases power. 6. Each City should have its own plan based on its growth and independent power generation. New Cities 7. India should create 25 new cities in India which must be ultra-modern keeping alive Indian traditions and value system by 2030. 8. Our cities are dirty 2% of population must be deployed for cleaning the cities, villages for next 5 years. Cleanliness standard must be defined. 9. Image India will develop on our City planning in terms of infrastructure, discipline, hygiene and cleanliness. Building along the 10. Building along the road side must have opening opposite to the road and their access should be from behind and not from main road. We should make it mandatory to paint all road side houses, Governmental and commercial establishments should be painted every five years and owners must be directed to keep them clean. India should be made wire free, first thing should be by removing TV cable wires. Page 1 of 6 11. Throwing, disposing, dumping, storing, defecting along the roads, railway tracks, Airports must be a national offence and state must be empowered to remove and take immediate actions. All identified persons and organisations must be punished within 7 days of the offence. 12. Roads , Railway tracks , Airports access points must be kept clean, Similarly all the parks , ponds , Zoo , Museums and other public places must be kept clean and orderly 13. All new developments must be by using underground pipes, cables etc. 14. Cities must have greenery around, lot of tree. 15. Citi planner must address vehicle parking 16. City planning must address issues of pedestrians and their road crossing issues. 17. Hawker free, beggar free cities. We must provide separate space for addressing these issues, begging should be a national offence. 18. The city boundary must be marked, empty space both with pvt. hands, and with Govt. and public enterprise must be clearly marked. 19. The Govt. must first develop a city development plan and builder is developing only a piece of land. It should not be haphazard; it should look like planned, organised and orderly city. 20. Our cities must have public facilities in terms of washrooms, drinking water etc. Indian Railways 21. India should provide right to travel across India respectfully and most convenient way from door to destination.Indian Railway rejects almost 60-70% of their customers. The infrastructure is not keeping its pace with growth of population and mobility expectations. 22. Indian Rail speed should now be planned from 300-400kms/hour range 23. The frequency of the train should be so high that you can avail ticket while boarding. 24. The area around the track should be beautified which will give better travel experience as well as will improve Image India. 25. Indian railway should plan tracks from India to neighbouring countries 26. Rail between cities 27. Metro connects to the nearest points to your house. 28. Same about freight corridors the speed must keep pace 29. Railways must focus on safety, cleanliness, hygiene and comfort of its passengers. 30. Railway should increase fare every year and a formula for next 10 years must be passed in the coming railway budget. 31. India should plan 5000kms of rail track every year. Rail. India must work for train with speed of app 400km/hour by 2020 and 250 by 2015. 32. Right to travel must be constitutional right. No refusal to any passengers. This mean the no of trains should be app 500% more, with higher speed and less stoppages. 33. Trains must have complete hygiene and good quality food. Trains to increase fare by 10% every year. 34. To reduce load and rush on roads India must increase capability by 300% by train by 2020. 35. The area around track must present Image India on high esteem. 36. The railway station must have controlled access points. CCTV capturing image of each person, entering and leaving station. 37. The station ugly look now should be changed to modern complex with all facility of communication, ticketing on arrival, Parcel service, Clock room, Food stall, book stall, drinking water. Etc… Page 2 of 6 Airports 38. India should create 100 more airports across India connecting every location. 39. Airport must become functional in five years from the time of conceiving an idea to making it operational. 40. All airports must have metro connectivity. 41. Image India the view around airport must project good image of India. 42. Foreign airlines must be allowed to operate between Indian cities. 43. Air travel is too costly it must be made affordable. 44. Air travel need safety on Airport , and when plane is airborne 45. Smaller airports in the hilly area and connecting all Islands. Roads 46. Roads network to be planned treble by 2025. Super Express Highways to be 16 lanes (8+8) express Highways to be 12 lanes. State Highways to be 8 lanes, Link roads by 4lanes and last point contact to be two lanes. All Super, Express and state highways should have service roads to reduce access points by 1/100th to increase speed and safety. There should be fencing on the road on both sides so that not even a cat can cross the road. 47. All access points to be clearly visible with good daylights and in most safe way to have smooth entry and exit points. Road design to be reviewed from safety angles. The min visibility must be defined to the designers of the road. Road design /their execution are poor and should address safety and comfort both. Public toilet, water, telephone should be made available every 5-10 km. Small clinics every 25 kms. to handle any emergency . Accident vehicle clearance by Air cranes to remove the vehicle to ensure traffic clearance in 15 minutes. 48. It is becoming difficult to widen roads weather Super Express Highway, National, State Highway or city roads. Government to have a Road widening master Plan for 2050 which need to be ready by 2015 and land procurement should be ready by 2020. 49. Govt should come out with a Policy and create No construction zone, Ind or any permanent structure along the road side. Min distance from centre of road to be finalised for various kind of roads. 50. Data related to road maintenance must be published on the net and display board on the road side itself. 51. Accident handling norm must be defined on the road side. Transfer of victims from road to hospital should be defined. And lifting of accident vehicle. Air cranes should be utilised. Or road cranes assembly on the spot to remove accident vehicle. 52. Removal of dead animal should be defined and responsibility fixed. 53. CCTV camera must be installed along the road side both on highways, service roads or city roads. 54. Road must be maintained all the time by a white strip on centre and side , Clear sign board ,Speed limit , 55. Communication network along the road side. 56. Hording control system rules should be framed, implemented. Hording must not prevent the long view of the roads. No hording at turning point. Hording should not give 3D view to attract driver’s attention to reading hoardings. 57. No procession, political, religious, marriage etc is to be allowed on any road disrupting free flow of traffic. There should be strict rule and Indian road to be used only for vehicles must be framed. Keeping roads free must be coming under ESMA. Page 3 of 6 58. Public facilities like wash room , lay byes, Long halt rest room, First aid and general medical facility should be provided. 59. In case of fire to vehicle, goods etc, there must be pressure water pipe access to dodge the fire. 60. Roads must be beautified with flower belts in the divider belt. Green belt around the road side and the layer of dense forest like long trees. It must present and improve Image India. Mining and Refining 61. Govt should have a 100 years vision on the subject. We must have complete assessment of all our natural resources, be it oil, coal, gas, iron, or other minerals. 62. We have to judiciously use our natural resources. The govt. should make all its policies related to awarding contract, mechanised mining, its volumes, safety and pricing at production and at distribution point. 63. Mining companies must be directed to care of citizen need working for mining, be it housing, hospitals, schools, drinking, and food and safety requirements. 64. Mining company must own that area and develop and maintain for next 100 years. Education and Schooling 65. Education system needs an overhaul with focus on primary education. Right to education up to 12th is mandatory for parents, students and government. 66. Schools must be neat and clean, with all basic facilities of class room furniture, sanitary, dispensary, ambulance, drinking water and playground, it should be adequately staffed with nominal fee. 67. The school and education must also focus on nation building, Ethics and value systems apart from focus on sports and creativity together with the academics. 68. School should be graded as A, B, C from the fact of their size, infrastructure and facilities. Clean drinking water, sanitation facilities, good quality teachers must be ensured. 69. Right to education up to 12th standard and mandatory unto 12th standard. 70. There should be enough school and no waiting list for students for education. 71. India must have separate schools for sports 72. India must have separate schools for students wants to go for defence forces like NDA. 73. India must have 100 more universities. 10,000 more collages, 50,000 more schools. By 2025. 74. Govt must make education free. Each person must pay the expanse on education back to govt after getting job, employment or business unto 10 years period. 75. India should develop research universities for medicine, space, physics, chemistry, internet, communication, Renewable energy. Fire safety control 76. India must have air fire brigade, we must buy special 10 aeroplanes from USA/Russia, and this air fire brigade can handle fire on high rise and in narrow lanes of our cities. Fire in forests and or in area not easily accessible. 77. Air Fire Brigade should have 50,000liters of water and another category of app 50,000 litters of inert gas. Both applied by helicopter from a distance with long pipe can handle any fire. (So that air from helicopter wings does not spread the fire. We must have 10 planes each for these two categories. Page 4 of 6 78. New building approval with clear access to Fire safety vehicle free access 79. Helipad on all the building roof top and sufficient water storage for fire and safety Flooding 80. The situation of drought and flooding can be managed well by connecting all rivers across India. 81. We should have large water storage reservoirs. 82. We should have a large spread of canals through out India. We should have a Traffic light control system for diverting water from one location to another. 83. The distribution of water is control from a central grid and is computerised. Water is no more a state subject, but national natural assets controlled by centre up to a point and then with state from State central point to point of use. 84. One satellite only to be deployed to map and live data’s on floods and draught so that central grid can take better decisions 85. Each city must have 10 motor boats of 25-50 capacity each. District level 25 and metro to have a brigade of 50-100 motor boats to handle rescue in the event of floods. 86. All these canals must be used to have solar penal for power generation similar to Gujarat Model. Ports 87. We have to modernise our ports. The clearance system of both inbound and outbound goods must be improved. 88. We have to increase capacity by double by 2030. Hospitals 89. We have to have low cost fully equipped with highly trained doctors across India. Cost of treatment to be reduced by half. 90. We have to create double the capacity as of now by 2025. 91. Medical facilities for all will only bring inclusive growth. 92. Current state of medical facilities at govt hospital is in miserable condition it must be looked into. Police and administration 93. This is the weakest link in our justice system, freedom of individual and maintaining constituently right of individual. Police and other govt. agencies keep on encroaching this quite often. Many time Police and administration seems to standing supporting the wrong side. Getting a complaint registered is a nightmare, on the side police is ready to clean shoes of influential and politicians. 94. Govt must constitute an independent body to study the issues and there remedies. 95. People should be able to walk thru police station; today complaintent is harassed and accused find respect. Why not online registration of FIR. Page 5 of 6 96. Police should be free from regional /boundary of jurisdiction. At least let us do it at state level. Each police men should be given a unique identification. Each Police officer must be given a palm top device to generate on site report which gets published on the web. Any Indian should have access to that. 97. Govt must define a penal code for its ineffectiveness, inaction. A gazette must be published for this. Govt must pay back for damaged road, delayed train, non functional hospital, schools etc. Global King 98. Let us have plan 2030 and 2050 where in we develop Pudducheri like Singapore. J & K and HP like Switzerland (at least some portion of it). Maharashtra and Gujrat for Industry we should make each state /region as a separate development model. We exploit full potential of North East, Andaman and Nicolar. We should be getting 30% of word tourism. We should have so much employment that we should be giving employment to 3 million people from across the globe. 99. We should develop our entire mountain range with road and rail network without compromise on the eco system. Same we should be doing for sea. We should accept offer of Maritus for taking an Island to develop it for military and civil purpose we can relax tax for a definite period. 100. Good neighbourly relationship with all neighbouring country and respect and dignity for each citizen, fearless and safe citizen men women, child, young old everyone.
