Although Brazil has recently taken important steps towards a more resilient and free cyberspace, many key areas of Brazilian cyber-security strategy remain underdeveloped or unaddressed. Igarape’s Strategic Paper 11 discusses Brazil’s most important developments on the cyber-front and gives a critical assessment the more problematic areas in Brazilian cyber-security policy, including institutional accountability, the distortion of funding priorities, a confusing public debate, controversial legislative measures and the importation and application of outside solutions for local challenges.
