The President shall not be eligible for any re-election...” (Article VII, Section 4) Thus clearly and emphatically provides the Philippine Constitution: One, it speaks of the Executive Department, the power wherein is vested in the President. Two, it formally provides for the length of tenure of the Office of the President which is six years. Three, it unconditionally and expressly forbids any reelection of the President. There is now the surprising as well as intriguing pronouncement of the incumbent President about to end his term of office. One, he is available for a second term of office. Two, he is thus also amenable in having the then needed amendment to the Constitution made. Three, he is listening to his “boss” whether to actually run for a second term or not. Then comes many questions, the more signal ones of which are the following: One, he is not known for his personal industry so why seek another long six-year work? Two, he preferred to be interviewed but by one TV Channel when the more would be better for more publicity of his supposed availability for reelection. Three, his approval rating from his “boss” is the lowest so far, so what does he expect to hear from them? So it is that there are people who think that the President is ready and willing to seek reelection for various reasons, foremost of which are the following: One, to take away the big issue of DAP from the mind of the general public. Two, to enable him to keep his KKK (kaklase, kaibigan at kabarilan) plus all those much beholden to him from the Legislature. Three, to enable him to have his vengeance on the Supreme Court that gave those concerned the cause to file impeachment complaints against him. Lastly, what if the Constitution were amended, the President won his second term, the country were again placed under his rule for six more years: One, would there be real socio-economic development from top to bottom of the Philippine society — or more poverty and misery? Two, would there be real and lasting peace not only in Mindanao but also with China — or more posturing and fighting even? Three, would politicians be truly honest and honorable, would public office be actually public ofice — or even more suspect and untrustworthy?
