During cold war FATA (Federally Administered Tribal Areas) was used as military-base for Mujahedeen who came from all over the Muslim world. Pakistani ISI with the support of American CIA , Saudi Arabia and others made military training camps in the area and provided stuff for Afghan war. On the name of Islam these Mujahedeen, made relations with tribal people and even married local girls. This led the foundation of Taliban in this region. After 09/11, when America attacked Afghanistan and declared Taliban as Terrorists, a number of those Taliban came back to FATA for shelter. In a short time, through their local supporters, they started ruling these areas. At first people warmly welcomed these elements because they used the “sacred” name of Islam. On the other hand Pukhtoon culture has also some characteristics that supported these militants and one of them is to give asylum to those who need it. The local rooted inhabitants warmly welcome these people which are also supported by their code of life which is called Pakhtunwali . According to the code of pakhtunwali, everyone who demands for asylum in pakhtun belt they are customary bound to protect him/her.
