EFFICIENT HEALTH CARE DELIVERY 10. My dear good people of Ogun State, our Administration has always attached importance to the health sector because we know that a healthy population is a great asset in the development of a nation or society. That is why we have consistently allocated considerable resources to the sector. Our interventions in this sector include the following: i. Construction of a well equipped modern comprehensive Health Centre in Totoro, Abeokuta, to reduce the pressure on the General Hospital, Ijaye. Construction of nine similar facility is about taking off in each of the Federal Constituencies; ii. Improved Routine Immunization for children 149, 048 (82%) in 2012 to 171,359 (100%) in 2013 while we equally achieved the sustenance of Wild Polio free State. A total of 5,308,818 immunisation doses have been administered to children under the age of five in the last two years; iii. Reduction in the number of missed / un- immunized children from 32,152 (38%) in 2012 to 11,966 (7%) in 2013 through routine Immunization strengthening and Supplemental Immunization Activities; iv. Improved Antenatal Care attendance and Increased number of deliveries by Skilled Birth Attendants through implementation of first phase of Conditional Cash Transfer (CCT) in three (3) LGAs - Abeokuta South, Ipokia and Sagamu-; v. In 2013, we were able to upgrade the equipment in some of our hospitals with the provision of anaesthetic machines, x-ray machines, mammogram machines, surgical lights and equipment, ambulances, as well as additional hospital beds, among others. vi. Our administration has equally increased the number of medical personnel across the state. With the employment of 782 medical workers in 2013, the number of medical doctors increased by 32% while the number of nurses increased by 15% and pharmacists by 47%. In the area of medical education, the number of nursing tutors increased by over 100%. vii. Successful Launch of Community Based Health Insurance Scheme “ARAYA” and Second Phase of Conditional Cash Transfer “GBOMORO” in the State; viii. Renovation of dilapidated structures in Olabisi Onabanjo Teaching Hospital, (OOUTH) (medical, surgical and children’s wards). In addition,purchase of an ultrasound machine, a mobile x-ray with complementary accessories and consumables was undertaken together with laboratory and anaesthetic equipment, ix. Refurbishing and re-equipping of over 100 primary Health Care Centres; x. Renovation and reconstruction of dental clinics at Abeokuta, Ijebu-Ode, Sagamu, Ota and Ilaro; and, 11. It is our belief that there must be adequate and efficient manpower to bring our vision for efficient health care delivery to reality. That is why we have significantly invested on training and retraining our health officials in order to create a renewed, vigorous healthcare sector. In this regard, our initiatives include: • Training of bio-medical engineering health workers; and health workers on diabetes and hypertension by the State Hospitals Management Board, resulting in the screening of patients on the ailments 12. This has led to the Maternal Mortality rate being reduced from 295/1000 to 245/1000 per births. In the same vein, our antenatal attendance also rose from 49% to 55%. Another achievement we recorded in this sector was in malaria cases. While 124,023 cases were recorded in 2012, only 54,162 cases were recorded in 2013. This is a 56% reduction. 13. More so, the therapeutic coverage of River Blindness in Ogun State improved to 48% in eight endemic Local Government Areas as at 2013 from 30% in 2009 to 2012. We also recorded 0% prevalence rate of guinea worm while HIV/AIDS prevalence in the State has gone down from 3.1% in 2010 to 0.6% presently. 14. Let me however restate our belief that there are no quick wins or short cuts in fixing the health sector. We are determined to continue to invest in structures, equipment and manpower that will support the realisation of our efficient healthcare delivery system.
