Implementation of this FY Annual Development Plan is 67 % of the Tk 573.88-billion revised development budget (approx. 5.7 billion EURO) in spite of being the last ADP of this Government and their promise to spend 95% of development budget. In the event of a significant shortfall in achieving the revenue target, the government goes to raise borrowing or downsize the ADP, the latter being the common practice in recent years. The quality of the ADP, already burdened with low-priority projects from the past government, is compromised further with the inclusion of a large number of new projects. Added to this, an oversized ADP would result in resources being dispersed over a large number of projects, resulting in delayed implementation and a consequent wastage of resources. It has been a practice for so many years that the original ADP was slashed downward before two to three months of ending a fiscal year. It is inevitably not due to deficit in resources. It is the capacity constraints on the part of the ministries concerned. In fact, there is no alternative to raising such capacity as the government cannot afford any big cutback on the ADP size simply because it needs to enhance public expenditure to generate employment and increase internal demands for a sustainable economy.
