NEDA board approves a dozen infrastructure projects President Benigno Aquino III has cleared for implementation a dozen projects, including some that would be pursued under the public-private partnership (PPP) scheme. In a statement, the National Economic and Development Authority (NEDA) said its board, which the President chairs, approved 12 projects worth a combined P180 billion. “These approved projects will significantly contribute to the infrastructure investment needed to sustain growth and make it inclusive,” said Economic Planning Secretary Arsenio M. Balisacan. The projects will allow Filipinos to have more access to social and economic opportunities. The transportation and port projects will improve the mobility of people and the efficiency of the flow of goods and services. Also, some of these projects will instill or enhance resiliency of many areas against climate-related risks and disasters, said Balisacan, who is also NEDA director-general. The details of each of the projects are as follows: 1. Flood Risk Management Project for Cagayan De Oro River Estimated total cost: P8.55 billion Proponent: Department of Public Works and Highways (DPWH) Description/objectives: The project is aimed at strengthening the resilience of the communities along the Cagayan de Oro River stretch, from the Macalajar Bay to the Pelaez Bridge, to climate change and other hazards by mitigating flood risk in the in the area. Estimated implementation period: 2016-2021, with construction supervision commencing in October 2015 and ending in March 2022 Proposed mode of financing: Official development assistance (ODA) 2. Sen. Gil Puyat Avenue/Makati Avenue-Paseo de Roxas Vehicles Underpass Project Estimated total cost: P1.27 billion (excluding P11.87 million detailed engineering cost financed by Ayala Land Inc.) Proponent: DPWH Description/objectives: The project is aimed at facilitating uninterrupted traffic flow along Sen. Gil Puyat Avenue passing through intersections with Makati Avenue and Paseo de Roxas. This will involve the construction of a four-lane vehicle underpass, with two lanes per direction, along the innermost lanes of Sen. Gil Puyat Avenue passing under the intersections of Makati Avenue and Paseo de Roxas. Estimated implementation schedule: 2014-2016 Proposed mode of financing: Locally-funded 3. Metro Manila Interchange Construction Project, Phase VI Estimated total cost: P4.01 billion Proponent: DPWH Description/objectives: The project is aimed at alleviating traffic congestion through the construction of three grade-separated interchanges at certain major road intersections in Metro Manila thereby enhancing transport capacity and efficiency. These three include EDSA/North Avenue /West Avenue/Mindanao Avenue Interchange, Circumferential Road 5 (C5)/Greenmeadows/Calle Industria/Eastwood Interchange, and EDSA/Roosevelt Avenue/Congressional Avenue Interchange. Estimated implementation schedule: Over a period of four years starting 2015 Proposed mode of financing: ODA 4. Restoration of Damaged Bridges along the Bohol Circumferential Road through the Mega Bridges for Urban and Rural Development (MBURD) and the Tulay ng Pangulo Para sa Kaunlarang Pang-Agraryo (TPKP) and Road Upgrading and Preservation Project (RUPP) Estimated total cost: P0.81 billion Proponent: DPWH and Department of Agrarian Reform (DAR) Description/objectives: The project is aimed at reconstructing and replacing a total of 14 bridges, which were severely damaged due to the earthquake along the Bohol Circumferential Road under ongoing ODA-assisted roads and bridges projects. These include nine (9) under the DPWHs Japan International Cooperation Agency-assisted RUPP, three (3) under the DPWH’s MBURD project, and two (2) under the DAR’s TPKP. Estimated implementation schedule: RUPP: 2011-2020; MBURD: Until October 2016; TPKP: Until August 2014 Proposed mode of financing: ODA Estimated implementation schedule: Over a period of four years starting 2015 5. Iloilo Airport Operations, Maintenance and Development Project Estimated total cost: P30.40 billion for three phases, of which the Board approved Phase 1 Proponent: Department of Transportation and Communications (DOTC) Description/objectives: This project involves the operations and maintenance of the Iloilo Airport. It also provides additional facilities and other necessary improvements to enhance safety, security, access, passenger and cargo movement efficiency, and operational efficiency at the airport excluding air navigation control, air navigation services and their associated services. Estimated implementation schedule: Concession period is 30-35 years; Start of construction is in January 2016 Proposed mode of financing: PPP 6. Bacolod Airport Operations, Maintenance and Development Project Estimated total cost: P20.26 billion for three phases, of which the Board approved Phase 1 Proponent: DOTC Description/objectives: This project involves the operations and maintenance of the Bacolod Airport. It also provides additional facilities and other necessary improvements to enhance safety, security, access, passenger and cargo movement efficiency, and operational efficiency at the airport excluding air navigation control, air navigation services and their associated services. Estimated implementation schedule: Concession period is 30-35 years Proposed mode of financing: PPP 7. Davao Airport Operations, Maintenance and Development Project Estimated total cost: P40.57 billion in three phases, of which the Board approved Phase 1 Proponent: DOTC Description/objectives: This project involves the operations and maintenance of the Davao Airport. It also provides additional facilities and other necessary improvements to enhance safety, security, access, passenger and cargo movement efficiency, and operational efficiency at the airport excluding air navigation control, air navigation services and their associated services. Estimated implementation schedule: Concession period is 30-35 years Proposed mode of financing: PPP 8. Puerto Princesa Airport Operations, Maintenance and Development Project Estimated total cost: P5.23 billion Proponent: DOTC Description/objectives: The project will cover operations and maintenance duties, commercial development of the facility, and future investment in necessary asset to expand capacity and to absorb traffic increase on the horizon of the concession period and beyond. Estimated implementation schedule: Concession period is 30-35 years Proposed mode of financing: PPP 9. Regional Prison Facilities through Public-Private Partnership Project Estimated total cost: P50.18 billion Proponent: Department of Justice Description/objectives: The project will involve the financing, construction and maintenance of a new prison facility through a PPP arrangement that will have the capacity to accommodate 26,000 inmates with facilities for both men and women, ranging from minimum to maximum security. Custodial and rehabilitation services are excluded from the scope of the PPP arrangement. Estimated implementation schedule: Concession period is 20 years Proposed mode of financing: PPP 10. Davao Sasa Port Modernization Project Estimated total cost: P18.99 billion (Nominal) Proponent: Philippine Ports Authority Description/objectives: The project is aimed at redeveloping and modernizing facilities, operations and maintenance of the Davao Sasa Port. This includes the construction of new quay wall and terminal, procurement, installation and operation of 5 ship-to-shore gantry (gooseneck-type) cranes, 14 rubber tyred gantries, 2 reach stackers, 30 terminal tractors, 35 container trailers, 10 empty container handlers, and other auxiliary equipment. Estimated implementation schedule: Concession period is 35-40 years, inclusive of construction Proposed mode of financing: PPP 11. Fisheries, Coastal Resources and Livelihood Project Estimated total cost: P1.86 billion Proponent: Department of Agriculture Description/objectives: The project is aimed at adopting sustainable management of fishery and coastal resources in fishing communities to increase overall stocks. Also, it is aimed at promoting the engagement of fisherfolk in diversified livelihood activities. This project includes coastal resource management, livelihood development, and project management and coordination. Estimated implementation schedule: 2014-2020 Proposed mode of financing: Locally-funded 12. Project Convergence on Value Chain Enhancement for Growth and Empowerment (Project ConVERGE) Estimated total cost: P2.28 billion Proponent: DAR Description/objectives: The project is aimed at implementing participatory value-chain development that will improve and sustain profitability of small holder farmers. It is intended to enable agrarian reform beneficiaries and other small farmers in 10 provinces of Regions IX, X, and CARAGA to become highly-productive and competitive entrepreneurs. The provinces were chosen based on poverty incidence, presence of organized agrarian reform community (ARC) clusters, agricultural and agribusiness development potential and availability of basic rural infrastructures and support services. Moreover, all the selected provinces have higher poverty incidence compared to the national average of 27.9 percent. Estimated implementation schedule: 2015-2020 Proposed mode of financing: ODA
