Post-Winterbourne View, why have so few learning disabled people been moved out of residential units? A forthcoming report aims to reverse the government’s ‘abject failure’ to find alternatives in the community nearer to their families. It is more than three years since the nation was shocked by sickening, secretly filmed scenes of abuse of people with learning disabilities at a private hospital near Bristol called Winterbourne View. Justice has long since taken its course, but the fallout from the scandal continues as policy-makers struggle to deliver on promises to move out up to 3,000 people found to be living in similar units.
