◀▶Resolving conflicts worrying young civil servants: Governor Governor E.S.L. Narasimhan, AP, on Sunday said conflict resolution was a major problem facing young civil servants and wanted retired bureaucrats to address the issue at training institutes set up for the former. The serving bureaucrats were not able to deliver goods because they merely spoke about rules and procedures whereas the retired persons were found to be more effective as they related their experiences, Mr. Narasimhan said releasing a book ‘Musings and memoirs of an IAS officer’, written by former Chief Secretary K.V. Natarajan on his experiences as a civil servant. Mr. Narasimhan praised Mr. Natarajan’s stint as advisor to Sikkim government and said it impacted his life a great deal. Chief Election Commissioner V.S. Sampath recalled an instance when NTR questioned Mr. Natarajan for preparing an inflated list of drought-hit mandals bowing to pressure from politicians. Mr. Natarajan requested NTR to stand by Collectors so that they could stand up to political pressures. Former Supreme Court judge M. Jagannatha Rao referred to NTR calling up Mr. Natarajan at 1.30 a.m. and asking him to include a clause in the agreement over implementation of Telugu Ganga project whereby the Tamil Nadu government remitted a quarterly amount of Rs. 30 crore.▼▲ [source:Thehindu]
