(Tropical Upper Troposheric Trough) is. The TUTT usually means strong wind shear which usually means limited or no tropical development. Im reading that the coming El Nino may not be as strong as 1st thought, but as long as the TUTT is King, tropical activity will remain quiet. locally, the upper ridge that has limited our daily storms will retreat/retrograde back to the Southwest with an upper trough forming over us.
