This is another window-dressing on the part of the Aquino government. The claim is ridiculous. How can we achieve self sufficiency in rice production considering just two factors? The first is that our rice production areas are declining due to illegal land conversions by big real estate developers. Second is that our population is growing and growing exponentially.
