What I really want to do is to run statistical analysis on the PSLE scores. My gut feel is that once you excluded the GEP students (you have a clustering effect in the selection and transfer process), you will find that the variance between schools is not that significant Chances are that there will still be variance because: 1. Spillover effect from GEP students and programmes 2. Alumni/community organization/church funding will differ between schools (think Christian mission schools or Hokkien Huay Kuan schools versus normal government run schools) 3. Location of school: I would assume a primary school located in Bukit Timah would have most of its distance-based balloting places snapped up by parents who have money AND will spend that on tuition etc as well. Every school a good school doesnt mean every school will be the best in the nation. What it means is that every school will have the resources it needs to bring out the best in the student. I think the JWSS vice-principal was well-intentioned, but her argument is populist and doesnt really account for a lot of factors and considerations.
