When governments in india since 1993 made illegal allocations of coal mines by not following settled procedures of law, governments are liable to pay liquidated damages and courts can impose exemplary penalties as also liquidated damages under laws of negligence . Thus collected funds can be credited to the consolidated funds of india. so any legislator as minister had he committed any negligent act(s) he has to personally pay liquidated damages, so too corporate(s) if committed negligence in mega projects or any suc act(s) they have to pay liquidated damages and all those funds court can credit to consolidated funds in almost all democracies, as laws of negligence and laws of torts are applicable. why even if taxman negligently handles assesses, he is also liable personally as also under vicarious liability his department concerned in any meaningful democracy where there are individual rights like in USA as also under fundamental rights in India. so hurting any one is not legal and think before you talk is vital!
