The President of the Council, Dr. Humberto Bertazza, was responsible for the opening of the event. Inaugural address of Dr. Humberto Bertazza We have to feel very happy to be in a new tax Congress. On this occasion, I think that the two central themes which will be pivoteando this Congress are of notable importance. The first concerns about the harmonisation of customs, tax and taxable bases. With respect to the second issue, to be addressed on the second day, we have great expectations. As we all know, what makes the criminal tax law has already begun its implementation in the local order (such as protection of the provincial estates) and this aroused a great interest by the doctrine and the various tax authorities and authorities who have to apply it. This generated a number of problems, since the interpretation of the standard applied at the provincial level until the formal aspect - procedural, referring precisely to the rules that have to apply the provinces. We understand that the criminal tax law is stated on 2 bases: one, that is the material part (criminal types) and, second, a formal (procedural) part contained in the same Act. These aspects make the jurisdiction of the province and they have all the power to be able to fix it; This is precisely the issue that has given rise to the theme tribute that will be dealt with in this Congress. That is our goal, defined by the Board in the selection of subjects, is to reach guidelines for procesal-penal legislation that can be applied in the provinces. Seen that there are many who are studying the issue, others are in the stage of the Assembly of projects that will be performing in the respective legislatures and that a third group of provinces are already in the discussion in legislatures. We believe that, if we can achieve basic guidelines for the application in the local order, this would be a real contribution of this Council and the 14th Congress. We have a round table, which will be held on the day of the Thursday on the subject of the conventions and the exchange of information, which is one of the issues that the tax administration has as Central at this time in the world; in particular in our country. We are going to complete this presentation of content with two conferences: one, referred to the tax reform and the reform of the State, and the other on the issue of the criminal tax regime, but applicable in the area of Government of the city of Buenos Aires. Already, this Council wishes to thank the contribution of all those who have worked for some time. One when he sees outside these congresses perhaps has no idea finished of all previous work that requires this type of event.
