Are women fined for exposing sports bras? If instead of wearing boxers they wore athletic shorts are they still subject to the fine? Since they are shirtless, are they fined and maybe arrested for exposed nipples? If I squat down and my underwear is exposed, am I fined? Are white teens fined? If a political statement is embroidered across the boxers are you fining the conduct or the speech? How much of the boxers must be exposed to incur the fine? How is this determined and who determines it? Are the boxers creating injury or animus? Are obscenity laws being cited and if so, do the wearing of the pants, in this manner pass the Miller test? Are public indecency laws being violated, and if so, what part of the body is exposed except for the aforementioned nipples? Are people cited for this at the beach or public pool for showing more flesh? Are mini and micro skirts fined? Is there a compelling need, other than animus, for the community to regulate this? Is this law aimed specifically at African-American males? If so, it may be subject to strict scrutiny. Just a few questions.
