Congratulations to Salinas Animal Control and Monterey County, CA, for adopting community cat programs as an alternative to killing. Yet another in the growing list of communities around the country protecting their residents and saving money by choosing trap, neuter, and return for controlling community cat populations. Community cat programs are now the new normal, we hope that Harford County will update its policies and realize this sooner rather than later.
