FROM THE NEWSROOM: In Killingly, a public hearing will be followed by a special town meeting tonight, to authorize a supplemental appropriation of slightly more than $77,000 to the education expenditure budget for the 2013-2014 fiscal year. As reported, the supplemental appropriation is meant to correct an accounting error, after Killingly recouped tuition costs related to special education that should have been billed to Brooklyn. Killingly officials applied the received funds as a “reimbursement” in the towns books before learning that the money must be filed as “revenue” by state finance laws. Town Manager Sean Hendricks earlier told WINY that the appropriation to the education expenditure budget for the last fiscal year would have no impact on taxpayers or the minimum budget requirement for the school district. The public hearing begins at 7:15 p.m. at the town hall, and will be followed immediately by the town meeting.
