I have been a permanent resident for many years, but I can’t speak English well. Can I become a U.S. citizen? Naturalization applicants 55 or older who have been a permanent resident for at least 15 years can naturalize without speaking, reading or writing English. The same goes for applicants age 50 or older with at least 20 years of permanent residence. Also exempt are people whose disability prevents them from speaking, reading or writing English or from learning the language.
