International consulting company GDSI Limited (Ireland) within the framework of the EU project Kazakhstan Regional Development announces a vacancy of short-term Senior Non-Key Legal Expert. Scope of work: Review and analyse the Law of the Republic of Kazakhstan on Public Services – Law 88-V, of 15th April 2013 and Law 89-V, of April 2013 on amendments to some legislative acts of the Republic of Kazakhstan on issues related to the public services. The work of the Legal expert will be focused on the following: Analytical note and recommendations on improvement of the Law on Public Services, focusing on the delivery of public services through OSSs. In analysing the Law, the Government RK Regulations on approval of standards for public services and other legislative acts on OSSs in RK, a special attention is requested on the improvement of the public service standards in general and mainly on the standards’ content with the focus on the list of documents to be provided for public service delivery to avoid delay in the service delivery. Within this assignment the expert will be provided with the list of standards of 148 public services delivered currently through the OSS in RK, containing general provision and rules on public service delivery, on which specific recommendations are requested. Requirements for the position: University Degree or Master in law, public administration, or other relevant field Minimum 3 years of experience in the field of local legislation related to the civil service reforms and administrative system Excellent analytical and research skills, written and verbal communication abilities. Excellent knowledge of the English and Russian languages, knowledge of Kazakh will be an advantage Ability to work independently and as a member of a multi-cultural team. Advanced computer literacy.
