LGU GENSAN TO CRAFT DEVELOPMENT PROGRAM FOR MOROS AND IPS Sunday, Aug 25 2013 Written by Gandhi C. Kinjiyo The Local Government Unit of General Santos City held a consultation with Moro leaders in its bid to craft a program that will uplift the socio-cultural and economic condition of the Moros and Indigenous Peoples of town. Hanina Tito, a consultant of the City Mayor, Datu Jahal Adat from the Office of the City Mayor (OCM)-Cultural Communities Affairs (CCA) facilitated the consultation with NCMF Field Director Atty. Guialil R. Kanda. The activity which was also supported by Mindanao State University Chancellor Atty. Abdurrahman T. Canacan was held at the Social Hall of National Commission on Muslim Filipinos (NCMF) on August 15, 2013. After a thorough deliberation, the participants agreed to propose changing OCM-CCA into OCM-Indigenous Cultural Communities Affairs (ICCA) to be managed by a Division Head. They further suggested that there will two sections of the said office, Muslim Cultural Affairs Section and Indigenous Peoples Affairs Section. During the past administrations, OCCA has been facilitating programs and activities for cultural development of the Moro and support to Madaris education. The unit has also been facilitating resolution to land conflict among the IPs. The participants also proposed component programs and activities on Madaris education, livelihood trainings, cultural preservation and promotion, and scholarship to be facilitated by OCM-ICCA. The consultation was attended by Moro leaders coming from the women, youth, Moro tribal and religious sectors. The proposal will be submitted to the Sanguniang Panlunsod for end reading through the Committee on Muslim and Indigenous Peoples Affairs chaired by Kagawad Rosalita T. Nunez. Kanda is optimistic that the proposal will be approved by the SP which will also allocate budget for the OCM-ICCA operations. Maguindanaon and Blaan are the two pioneering major Indigenous tribes in General Santos City. In 1920s and 1930s, Christian settlers from Luzon and Visayas migrated through the National Land Settlement Act. Thereafter, as the town was developing, other Moro tribes that included Maranao, Tausog, Sangir, Yakan, and Ka’agan migrated in the city through inter-marriages or economic ventures. At the height of Marshall Law era, Maguindanaons displaced by armed conflict in Central Mindanao also transferred in the city. Less than 10 per cent of the town’s population today are Moros.
