Lesson 5 At the end of this sub module you will learn to: 1. Discuss the specific responsibilities of: • AED Responsibilities • Contractor Responsibilities • Contractor personnel engaged in CQC. • Government personnel engaged in QA. 2. Discuss how the responsibilities of contractor and Government personnel interrelate and are mutually supportive. 3. Discuss partnering relationships. AED (Afghanistan Engineer District) Responsibilities 1-Establish standards & QC requirements 2-Quality assurance (monitor QC program) • verify that QC is working effectively 3-Determine payments earned by Contractor 4-Facilitate completion of high-quality product 5-Only the Contracting Officer and/or his/her representative has the authority to change the contract Contractor Responsibilities 1-Effective quality control (QC) system • Preventive versus reactive 2-Produce/maintain acceptable records 3-Produce end product complying with contract 4-The responsibilities of the contractor in CQC are clearly specified in the contract documents. 5-Based on contract, the contractor must assign a QC manager, with written full authority. Summary Effective CQM requires the complete cooperation of the contractor and the Government. When this partnership works effectively, the project will run smoothly and efficiently.
