Looking for a qualified and experienced Senior Program Officer Overall Responsibility: You will be responsible for the coordination of the Positive Deviance Program in the organization Tanzania. This program will have an experimental character in 2014, during which strategies and methodologies are designed and tried out, and during which a network of collaborating partners is built. You will use the lessons learnt during 2014 to inform the shape of an excellent Positive Deviance Program from 2015 onwards. During implementation you will work closely with the other units in the organization. Specific Responsibilities 1. With support from colleagues of different units, lead a process to create conceptual clarity around the organization’s Positive Deviants work 2. Build excellent understanding in the organization on Positive Deviance, which includes staying abreast with relevant literature, consulting selected experts throughout and produce writing for internal and external audiences. 3. Create a constituency around Positive Deviance with its center of gravity in Tanzania: A growing Coalition of influential organizations and individuals who share our conviction to learn from positive deviants 4. Lead a process of learning around Positive deviance, of which the organization and Coalition members benefit. 5. Lead the design and testing of a methodology to search and rigorously analyze selected Positive Deviants. This will include working with backstopping experts, field visits, developing and testing different analytical approaches, models and methods. 6. Network with selected and interested Tanzanian, East African and international academics and academic institutes. 7. By end of 2014 design, launch and start implementing the organization’s Positive Deviants Program, including launching a formal coalition of selected organizations and individuals from the region and abroad. 8. Maintain excellent documentation throughout for monitoring, learning and publication purposes. 9. Work closely with the LME unit to bring out and publish lessons and contribute to international knowledge. General Responsibilities 1. Successfully implement above responsibilities and assigned activities (and associated budgets) in work plans, consistent with the organization interests and policies 2. Contribute effectively to planning, monitoring, reporting and information dissemination of the organization’s work 3. Comply with and foster adherence to the established organization approach, policies, regulations, guidelines and procedures. 4. Participate actively in organization-wide learning and other joint activities. 5. Undertake any other lawful tasks as may be assigned by the Regional Programs Manager or the Head of the organization. Core Qualifications 1. A Masters degree in a relevant field, minimum 7 years relevant working experience in Tanzania/East Africa; 2. Keen understanding of quantitative and qualitative research related to social change; analytical and conceptual skills, and ability to translate these into program development; 3. Experience with managing teams and complex assignments 4. Creative thinker, imaginative, able to think outside the box and make unorthodox connections. Strong affinity with the thinking behind the organization concept; 5. Excellent networking, coalition building and negotiation skills; 6. Proven ability to work independently, self driven. 7. Demonstrated team working qualities, and ability to deliver quality results; 8. Excellent verbal, writing and communication skills in English and Kiswahili. 9.
