MAGHREB CONFIDENTIAL N°1111 - 22/05/2014 Print Kerry’s go-betweens scout Libya An American representative of a very special type travelled to Libya at the start of Khalifa Haftar’s power play on May 18 at the behest of U.S. secretary of state John Kerry. Condoleezza Rice’s former Iraq adviser, David Satterfield, is no longer officially active in the State Department because last year he joined the United Nation’s multinational observation mission in the Sinai desert, working out of the American embassy in Cairo. After a brief stay in Tripoli he is now back in Washington. Satterfield is being assisted in his Libya mission by Jonathan Winer, special coordinator for Libya at the State Department. The last time Winer, who met with staff from the US-Libya Business Association (USLBA) in the U.S. on May 14, had previously been in Tripoli was in February. He, too, has now returned to Washington. Winer is close to Kerry, whom he has advised for 15 years. A former head of law enforcement policy at the State Department, Winer was long a senior partner of the public relations and lobbying concern APCO Worldwide. He also happens to be a specialist in recovering stolen assets.
