Major News of Ukraine - August 13, 2014 Summary Russian foreign minister Sergei Lavrov and Russian president Vladimir Putin have now both proclaimed that a Russian humanitarian aid convoy is traveling to eastern Ukraine and will enter Ukraine with the full approval of the Ukrainian government, the Red Cross, and the OSCE. The Ukrainian government, the Red Cross, and the OSCE have all denied the Russian claims of their approval. Russia has not provided a detailed manifest of their truck convoys cargo, nor have they allowed any inspection of the convoy or its cargo. The Russian convoy never arrived at the point that Russia had originally said that it would enter Ukraine. Ukrainian media reported that the Russian convoy had approached the Ukrainian border at another location, at night, but turned away, possibly because Ukrainian border guards were present there. It was reported by Russian media and Reuters that 260 trucks of the Russian convoy had spent the night at a Russian military base in Voronezh, Russia. Media reports now refer to the Russian convoy as consisting of 260 trucks, whereas they originally stated that the convoy consisted of 288 trucks. Russian media helicopter video showed the Russian convoy divided into two parts, traveling along two different roads. One western news agency reported that the Russian convoy had been broken down further, and was now traveling in groups of 18 trucks. It has been reported that the Russian convoy was heading south in Russia, towards Luhansk, Ukraine, but there is now no definite information as to the location of the Russian humanitarian aid truck convoy. Russian military artillery units have taken video of themselves shelling Ukrainian territory, and also, possibly traveling on Ukrainian territory, and posted it on the internet.
