The Board of Directors and Management at ORINFOR are preparing for the promulgation of the Rwanda Broadcast Agency law. It will establish a new national broadcasting origination, focused on delivering a level of excellence and service in the broadcasting industry. During this period of change and preparing for the launch phase of RBA, a team of exceptionally talented and highly motivated broadcast professionals are sought by ORINFOR to lead the changes and deliver high quality television, radio and on-line programme content. The new ORINFOR senior staff will need to show aptitude to manage complex and fast moving operations. They will have proven ability in their specific area of expertise, already displaying the ability to deliver productions to a high quality, on time and within budget. The posts advertised require individuals who are decision-makers, self-starters and able to produce award winning content to international standards. RBA is to be Rwanda’s new public broadcaster and will demand managers with high ethical standards, a knowledge of what is needed by Rwandan audiences and an ability to manage teams of professional staff. All applications should be addressed to the Director General of ORINFOR from those with commercial media and other relevant skills in media, advertising/marketing or the creative industries. It is expected that RBA will generate much of its own income in the future and therefore applicants should have knowledge of managing budgets and generating income. Applications must be delivered by hand to: ORINFOR Headquarters, Kigali City, Closing Date for Applications: By 5pm, Friday 28th June, 2013 Job Positions: 1) Director of Television: Key Responsibilities Direct program staff to develop and produce content that is popular for Rwandan audiences, attracts advertising and can be assessed as popular using established methods of monitoring viewers approval. Build a weekly and season based (quarterly) programme schedule for the channel. It must be marketable to local advertisers and sponsors and prove attractive to the Rwanda audience. Commitment to delivering high quality Rwandan made television programmes. They should cover a variety of genre, including, but not limited to factual based current affairs series, entertainment shows, sports coverage, children’s programming and content that addresses and supports the development needs of the country. Safe guard the Editorial line of RBA; ensure that all on-air staff and producers understand and apply the editorial standards established by the RBA editorial guidelines. Ensure the values of the public service broadcaster, as described in the RBA law and detailed in the agency’s policies and guidelines are adhered to and when appropriate, defended. The role requires advocacy skills, to effectively communicate to a wide range of people, including those in positions of influence. All news operations must adhere to the principles established for a public broadcaster. Provide insight, advice and information to the board and DG as required Prepare, monitor and evaluate all entertainment based programmes, music shows, chat shows and on-air competitions. The design of the output must be evidence- based and relate to empirical research that informs on what viewers like and the profile of viewers at different periods of the broadcast cycle. Put in place and approve production of programmes to be aired on the national television channel and to monitor their implementation in accordance with the editorial policy. Commission Rwandan made programmes from commercial producers, so as to increase the number and quality of content aired on the national channel. Manage a team of commissioners who can support the acquisition of new programmes, ensuring the quality of productions accords with international standards and is relevant to the interests of Rwandans. Work Closely with the senior marketing and sales executives to increase income on TV. Monitor how live talk shows are aired on TV; ensure that shows attract loyal and identifiable audiences. The objective is to market each show and each area of the show in a popular manner. Direct producers and show presenters on how to increase audience size and increase revenues linked to each show. Establish a system to safe guard the national channel from infractions by on-air staff and to have plans in place to address inadvertent or deliberate mis-use of the channel’s output. Plan and provide training as needed for staff. Create a baseline survey that indicates what type of programmes the audience wishes to see and develop schedules and programme concepts that are designed to effectively and quickly increase audience numbers and loyalty. To maintain a schedule of audience surveys, as agreed with the Marketing Director, DG and DDG. Ensure the budget provided for TV is maintained and provide controls to avoid over spend and establish means to increase revenues in conjunction with the marketing and sales department. Assist directors or other senior staff members to support the efficiency and quality of ORINFOR/RBA; Minimum Qualifications: At least a University Degree in any field with 5 years experience in managing a commercial TV station or a track-record on TV production and programming. 2) Director of Radio: Key Responsibilities Oversee the overall operation of the National Radio, 5 community radios, one entertainment station and one parliamentary station and ensure they adhere to the editorial policy. To support the design and delivery of new productions for these stations and any other new operations as maybe launched. Coordinate all content across the different radio stations, including the provision of the news services, production of entertainment and factual programmes and support all marketing/advertising activities. Ensure synergies are exploited to the benefit of the audience and to deliver the most cost effective and integrated system of radio output possible. Develop and oversee the launch of new radio programmes. Ensure that existing content is delivered to the highest quality possible and where necessary introduce new content, source new ideas and hire new production and presentation staff. Ensure all staff adhere to brand requirements of the RBA and that all station identities and marketing profiles are effectively designed and promoted. Prepare, monitor and evaluate all entertainment-based programs, music shows, chat shows and on-air competitions. The design of the output must be evidenced based and relate to empirical research that informs on what listeners like and the profile of listeners at different periods of the broadcast cycle. Best judgment is also required, and there should be evidence that broadcast leadership can be provided by the postholder. Put in place and approve news and production programmes, to be aired on all the radio stations and monitor their implementation. Ensure the values of the public service broadcaster, as described in the RBA law and detailed in the agency’s policies and guidelines are adhered to and when appropriate, defended. The mile requires advocacy skills, to effectively communicate to a wide range of people, including those in positions of influence. Minimum Qualifications: At least a University Degree in any field with 5 years experience in managing a commercial Radio station or a track-record on Radio production andprogramming. 3) Director of News: Key Responsibilities Provide sound editorial judgment with respect to the RBA editorial policy and direct newsroom staff accordingly. Coordinate activities of all news operations in an effective manner so that all radio, TV and on-line news output is produced to internationally accept standards, is competitive with other services (at home and abroad) and maintains the reputation of RBA as Rwanda’s primer broadcaster and most popular news service; Ensure the values of the public service broadcaster, as described in the RBA Bill and detailed in the agency’s policies and guidelines are adhered to and when appropriated defended. The role requires advocacy skills, to effectively communicate to a wide range of individuals and to people with influence. All news operations must adhere to the principles established for a public broadcaster. Provide insight, advice and information to the board and DG as required. Offer guidance and assessment of news agendas to senior managers, including the Director General (Editor in Chief). Keep the DG abreast of all sensitive news issues that may impact on the good name of RBA. Organize and chair daily multi-media news meetings, and manage news-gathering resources efficiently and in a timely manner. Ensure that all news operations operate to an agreed budget so that news productions provide national coverage in a cost effective manner, as stipulated by the directors and DG, and from time to time make adjustments so that facilities and services do not exceed budget. Select news items for broadcast; to do so efficiently and throughout the day the post holder is expected to select qualified, capable and ethical editorial staff to produce the news. Establish a team of senior editors and producers to ensure the quality of the news content meets international standards; that all editorial decision accord with the values contained in the RBA’s Editorial guidelines and within any other regulations or directives created to govern the quality of the public service news provider. Final edited versions of all news items should be effectively monitored and the post holder must oversee this process. Set and enforcing deadlines; ensure key staff are assigned duties to maintain these requirements. Regularly meet with news-makers, individuals of influence, experts and international counterparts, so as to build the reputation, relevance and ability to act fast to news events. To promote regional and international coordination to increase news sources and improve the image of the RBA regionally and internationally. Maintain effective contact with sub editors about the status of their work; to oversee all output on all forms of media produced by the RBA. To assign qualified and experienced staff to manage news output for radio, television and on-line services. Establish a news/marketing team who regularly assess the opportunities to increase revenue in accordance with RBA policies, around news output. To chair a marketing news commitee, that is directed to ensure newsroom activities are reviewed for revenue generating potentials. Establish with the DG a strategy to produce news content that increases audiences, particularly in the television and on-line services, and develops national and international revenues for the content. Assist directors or other senior staff members to support the efficiency and quality of ORINFOR/RBA; Ensure that broadcast items conform with the editorial line of the agency; ensure that all editorial staff understand and can work to those editorial principles. Check that staff have received instruction and where necessary refresher courses in maintaining editorial standards Create and update an annual news schedule; this to be further described in monthly, weekly and daily schedules so that the best use of resources can be directed to the most important news and current affairs programming. Minimum Qualifications: A University degree in Journalism, Communication or any related field with at least 5 years experience in running a 24 hr newsroom. 4) TV Programmes Manager. Key Responsibilities Supervise all employees in his department on a regular basis, Preview and evaluate local, unsolicited independent, regional and International television programs to determine appropriateness for RTV usage, Ensure program quality for Broadcast by deciding whether program tape or film is technically acceptable, Participate in program acquisition by recommending suitable programs for purchase, Prepare and update weekly/monthly program schedule by establishing program availability and determining the best time to air, Respond to viewers’ questions, comments and/or complaints regarding Television programming/ scheduling. Prepare and maintain various departmental reports for submital to supervisor such as program evaluations, and preparation of audience research information; prepare and respond to various surveys such as program rating surveys, Coordinate broadcast traffic and logging activities as it relates to program scheduling, Develop alternatives to planned schedule, authorizes last minute changes and replaces material, Participate in the development of station goals, policies and procedures, Operate computer in order to maintain and update the program,schedule Confer with marketing department to discuss content of programsscheduled to air, determine which programs to promote. Minimum Qualifications: A University degree in Journalism, Communication or any related field with at least 5 years experience in programs production or creative design. Also sought are applicants for the following key posts. The successful candidates will display a thorough knowledge of their own area of expertise, with an established track record in delivering exceptional results and a background in launching or re-launching a nationwide public institution or company. The ability to provide clear commercial guidance and demonstrate excellent planning skills and aptitude to deliver results above the average are all essential. In addition, the post holders will have significant knowledge of government based procedures and can direct reporting responsibilities to a high standard. 5) Advisor to the DG: Business Development Strategist. Key Responsibilities Lead a team of Business Executives/ staff to maximize all sales opportunities, proactively create new opportunities to achieve and exceed sales targets. Play role in development and implementation of our business development plan and providing input into strategic business growth and improvement decisions. Identify and develop new products and business opportunities with identified key target agents Create and manage an annual business development plan. Proactively identify new and different business opportunities to provide increased sales. Design an effective system to ensure the team provide accurate reports on existing and new business opportunities Undertake a commission review on an annual basis to ensure sales reflect commission levels Assist in the development of the annual budget and ensure all expenses are managed, Develop a strong sales culture and create mechanisms to ensure seamless communication within the department Develop sales targets for each team member and design and implement an incentive structure that meets the needs of both the business and the employee Develop training plans to educate and motivate the employees of the institution to perform at their most profitable level. Regularly evaluate systems and processes to ensure that maximum efficiency is achieved. Minimum Qualifications: A University degree in Business administration, marketing or any related field with at least 5 years experience in Broadcast Business environment. 6) Director of Finance. Key Responsibilities Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles (GAAP), Undertake ad hoc financial analysis from time to time to assist Management in evaluating profitability of income streams, and potential for cost efficiencies; Manage budget process & consolidation, including periodic re-forecasts; Develop, implement, and ensure compliance with internal financial and accounting policies and procedures; Prepare all supporting information for the annual audit and liaise with the Board’s Audit Committee and the external auditors as necessary; Document and maintain complete and accurate supporting information for’ all financial trsictions; Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash; Manage the cash flow and prepare cash flow forecasts in accordance with policy; Oversee the bookkeeping function including maintenance of the general ledger,Plan and deliver promotional events that effectively develop the profile of the RBA and payable, accounts receivable, credit control, and petty cash; Manage the cash flow and prepare cash flow forecasts in accordance with policy; Oversee the bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable and payroll; Manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate; Manage ORINFOR’s financial accounting, monitoring and reporting systems; Process and submit statutory and benefits remittances on time; Establish guidelines for budget and forecast preparation, and prepare the annual budget in consultation with the Director General and budget officer; Continuous review of all finance policies & internal control procedures. Minimum Qualifications: University degree in Finance or Accounting with 5years experience in related field. 7) Sales and Marketing manager: Key responsibilities; Skills to think creatively and generate original ideas which produce revenue within the media sales and marketing strategy designed by the Sales and Marketing Manager and approved by the DG and Directors. To provide guidance and support to the DG and DDG in the design of an annual fundraising plan. To establish income targets in coordination with senior executives and provide information and guidance to prepare annual plans. Lead from the front — by inspiring the sales and marketing team with proven sales abilities. The team must look up to the Marketing Manager’s skills and track record. Be assertive and challenge convention, so that new sales, marketing and sponsorship deals can be effectively harnessed to increase revenues for RBA. Create a positive, competitive and ambitious environment for the sales and marketing team, creating a spirit that drives exceptional sales targets and rewards overachietternent. To be decisive in all aspects of delivery, while providing an intelligent and strategic approach to planning new business. Plan and deliver promotional events that effectively develop the profile of the RBA and increase sales opportunities. Build close relationships that are beneficial for RBA with key clients to leverage greater income from long-term and strategic sales deals. Understand and support the public service ethos of RBA. Have a track record in building new business in East Africa, with a proven i experience as,a successful sales and marketing executive. Display high eth4cal standards. Having experience in the media, creative industries and Marketing sectors, provide a sound evaluation of the sales and marketing environment in Rwanda, creating sales offerings and packages that exploit opportunities to the most effective. Have the ability to build new business and income for RBA in the Rwandan context, understanding what tools will be needed to establish information, gain new clients and provide intelligence on the habits, needs and interests of audiences across the country. Build a profile of potential core clients while also expanding the opportunity to attract smaller, first time broadcast advertisers. Oversee and direct marketing staff so that targets are met; organise the sales and marketing team so that the best individuals are selected and encouraged to perform within the demands of the annual plans. To create incentive packages for all sales and marketing staff, with the approval of the senior management team, so that incentives are provided in sufficient amounts to meet or exceed agreed targets. Minimum Qualifications: At least a University Degree in Business administration, marketing or any related field with 3 years experience in marketing. 8) Head of Procurement: Key responsibilities Prepare annual procurement plan for the Institution; Establish annually the consolidated list of needs and ensure its implementation in a timely and efficient manner; Establish service contracts for buildings and equipment maintenance of the institution; Act as Secretary of Internal Tender Committee, and file the tender documents; Supply at best cost units of the institution in furniture, materials and necessary equipment for the smooth running of their activities; Prepare procurement documents and ensure their timely submission and approval by the Internal Tender Committee and RPPA where necessary; Handle procurement of goods & services and works for the institution while ensuring compliance with the national procurement guidelines and procedures; Monitor the inventory and stores levels to ensure timely procurement of consumables; Make periodical reports on consumption of stationary and other equipment used by each unit; Give annual information on consumption of supplies for the provisional budget of the institution; Minimum Qualifications: University degree in Management, Law, Business Administration, Public administration, or any other related field with 3years experience In Procurement.
