POST : SUPPLY CHAIN PRACTITIONER: DEMAND AND ACQUISITION MANAGEMENT (2 posts) (Reference: S8/3/2014/494) SALARY : R183 438 per annum (Level 7) CENTRE : DIRECTORATE: FINANCIAL AND SUPPLY CHAIN MANAGEMENT SERVICES: EASTERN CAPE: EAST LONDON REQUIREMENTS : *Diploma/Degree in Supply Chain Management or equivalent qualification. *Minimum 1-2 years working experience in (SCM) Demand Management. *Knowledge of Public Sector Procurement processes, SCM Policy Framework or Guide to accounting officers. *Public Finance Management Act. *Preferential Procurement Policy Framework Act. *Treasury Regulations and other SCM prescripts. *Good written and verbal communication skills. *Supervisory skills. *Good interpersonal relations. *Time management skills. *Organizing and Office administration skills. *Good data analysis and report interpretation skills. *Ability to develop solutions to a variety of problems in line with SCM guidelines and Departmental policies. *Good computer literacy in Microsoft office suit. *Ability to work under pressure and deliver to tight deadlines. *A driver’s license will be an added advantage. DUTIES : *Administer procurement planning of goods and services. *Prepare Bid documents. *Request quotes utilizing database/advertise bids in the media. *Manage the closing of bids. *Check compliance and report. *Finalize appointment of Service Providers. *Facilitate the signing of contracts with the awarded bidders. *Render assistance with Collation, Consolidation and Verification of Demand Management Plans. *Facilitate development of plans in consultation with client offices. *Monitor, review and assess existing plans and report on deviations. *Alignment of goods and services procured. *Conduct needs, Expenditure, Commodities and Market Analysis to ensure optimal Sourcing Strategy in the Department. *Analysis of current service providers per commodity to identify gaps. *Advertise commodities as per the gaps identified and Accredit Service Providers. *Maintain service provider database. *Render assistance to Client Offices in drafting Terms of Reference and Specification. *Facilitate the appointment of Bid Committee members. *Provide secretariat duties in all committees. *Check compliance in terms of SCM prescripts on bids received and report. *Prepare comparative schedules and recommendation. *Advise Bid Adjudication Committee on SCM compliance. *Implement an effective document control and filing system. *Updates SCM monthly reports with all contracts. *Update spreadsheet of quotations and bids processed daily on MS Access, SDrive, Acquisitions, Bid Management as well as the registers available in the section and also create contract spreadsheet for the entire event that was happening within the Province for record purposes. *Monitor the function of contract management and produce report when necessary. *Record all purchase requisitions received in the initiated and introduced distribution registers before distribution within day of receipt to Data Base. *Render Administrative Support. *Handle and deal with customer queries and complaints in line with Batho-Pele principles. *Attend to queries from client offices regarding the submissions submitted for procurement purposes immediately, provide efficient guidance to the client offices on how SCM processes works. *Ensure that SCM processes is done efficiently and effectively such as ensuring that SCM processes are well explained to the client officers and Service Providers.
