Prelims 2014 - Question a Day – Paper 2 – Decision Making Almost all the State Electricity Boards (SEBs) in the country have amassed huge losses. The reasons for this are many- including but not limited to electricity theft (which occurs on a huge scale), lack of metering in many places, electricity loss during transmission and most importantly political interference. Politicians frequently arm twists the SEBs to give away free electricity to farmers and rural households- especially in their constituencies. As a result of this, SEBs have little money to invest in new generating capacities- leading to the country facing serious shortages of this essential service. What step(s) taken by the government may lead the SEBs to the road to recovery? 1. Privatize all the SEBs. 2. Create an independent regulatory body- free from political interference- which will decide on all matters with regard to electricity including pricing. a. 1 only b. 2 only c. Both 1 and 2 d. Neither 1 nor 2
