RTI Reply from Civil Surgeon, Gurgaon - there is no provision/act for registration of private hospitals in Haryana. There is a provision to register and approve restaurants, labs, ultra sound machines, pharmacies but not hospitals. This makes it clear why every Gurgaon neighborhood has a hospital and has the worst health care in whole NCR. (check mouthshut reviews about all gurgaon hospitals) RTI reply was given rather quickly though (under 15 days).
