The cure of this problem could be solved by Executive Order by the President of the United States. Executive Order could read that all cars in the United States have to have an automatic venting ability and temperature gauge capability for both interior and exterior temperatures of a car. This way if a car reaches a certain temperature, say 99°, the cars would automatically vent the excess heat from the interior of the car. This way the interior of a car would never hit astronomical heat indexes of over 120 or 130 which are lethal. This simple solution could avert most potential harmful situations because it would give more time for people to find the problem and respond. And because no law or E-order is good unless it has a little bit of pork in it, I think we should also add the requirement that all cars in the USA, or made by US companies, should have a cruise control as a mandatory standard feature. Reason: reduces leg fatigue and stress. Additionally, potentially will reduce inadvertent speeding due to unlevel terrain and lead-foot syndrome.
