Workshop on Corruption Risk Management in Dagana Dzongkhag Administration Upon the invitation of Dagana Dzongkhag (district) Administration, a two member team led by Commissioner Thinlay Wangdi conducted Corruption Risk Management (CRM) workshop on 6th August, 2014. A total of 50 participants including Dasho Dzongdag (governor), Dzongrab (dy. governor), sector heads and other officials attended the session. The CRM was conducted in the “procurement of works” as desired by the Dagana Dzongkhag Administration. More than enhancing transparency, fairness and accountability in procurement management through identification and mitigation of risk, the conduct of CRM workshop was to give a ‘hands on training’ to the participants to enable them to conduct such exercises independently in different services when deemed necessary. The Dzongkhag was also reminded of institutionalizing and integrating CRM and other tools into the system for improving the organizational health. Some of the major risks identified were risk of collusion between the site engineer and contractor, bid rigging by the contractors and embezzlement by the engineers. A day long workshop also saw the participants engaged in group discussions involving, identification of corruption risks, analyzing causes and drawing up an action plan including measures to mitigate the corruption risks that requires developing guidelines and standard operating procedures (SOP) for the engineering services and monitoring over a specific period of time. Besides CRM exercise, the implementation status and improvement in the delivery of the services after the systemic intervention recommended by the ACC was also shared. Some of the improvements initiated are: tender documents being uploaded in the website instead of selling, prohibit site engineers taking part in bid evaluation and random monitoring by the Dzongkag. On the way, the team also interacted with the teachers and staff of Dagana and Drujegang Higher Secondary School on 5th and 7th August 2014 respectively. They were informed on anti-corruption measures, corruption related issues in the school management services like School Development Fund management (SDF) and mess management and also shared cases related to it. Further the findings of the report on ‘Integrity and Value education in Schools’ were also shared.
