Interesting story. The video= kind of a hit right away hahaha. Harm reduction strategy is GOOD. Did you know the San Francisco needle exchange does 2 million needles annually? I can only imagine how that has helped reduce the spread of Hep and HIV and saved a ton of money in medical costs that would fall back on us taxpayers. Think this is far fetched? San Francisco now has a grass roots funded Crack Pipe exchange I will put that link in the comments below this story.
