A delegation of the Aam Aadmi Party comprising former Delhi education minister Manish Sisodiya, party’s parliamentary group leader Dr Dharamvira Gandhi and Lok Sabha MP Professor Sadhu Singh met the union home minister Mr Rajnath Singh on the issue of women’s safety in the national capital. In the meeting held in the home minister’s chamber in the Parliament House, the AAP submitted him a memorandum highlighting six major demands to immediately address the important issue of women’s safety, following the shameful incident of rape in a taxi on Friday night. · The AAP delegation told the home minister that the Delhi Police be directed to ensure equal distribution of Police Control Room (PCR) vans in all parts of the national capital, and enhanced patrolling during night hours in areas where crimes against women have been repeatedly committed in the past. · The AAP is of the view that VVIP and VIP security in Delhi’s Lutyen zone cannot be at the cost of safety of residents of Delhi, and they cannot be left vulnerable to satisfy the needs of so-called VIPs. Full text of memorandum:-- To Dated: 10-12-2014 Mr Rajnath Singh Minister of Home Affairs Government of India Subject : Failure of the central government and Delhi administration in ensuring women safety in the national capital Dear Sir, There is justified outrage among the public due to the shameful incident of a rape in moving taxi last week (Friday night), which exposes the ugly state of affairs in the national capital. Since the ministry of home affairs is currently controlling the Delhi administration through the Lieutenant Governor and the Delhi Police also directly reports to the home ministry, therefore it is your duty to immediately address the genuine concerns of the residents. Unfortunately, the central government has been unable to maintain the law and order in Delhi, and it is giving conflicting signals on what it intends to do for ensuring women safety in the national capital. The central government cannot escape from its primary duty and its response so far has been highly technical and reactive. Even on the matter of banning the Uber cab service in Delhi, the central government appears divided. Even after five days of the shocking incident, the central government and Delhi administration seem to be in passing the buck mode. Accountability has not been fixed and no efforts are being made to make sure that such a shameful act is not repeated on the roads of the national capital again. The Aam Aadmi Party demands that the central government must take the following steps immediately to ensure women safety in the national capital and for the measures where Delhi administration is responsible, immediate directions must be issued : 1) All streets and corners of Delhi should be adequately lighted during nights. No road, street or locality should be dark, street lights must installed and it should be ensured that these are working. 2) Presence of Traffic Police vehicles must be ensured on all roads, even at the cost of reducing its presence in VIP areas. Mobile police vans with helpline numbers prominently displayed on them should be stationed at locations sensitive to road crimes in the past. 3) Police patrolling during night hours should be intensified : This should, however, not cause harassment to the general public. It is being observed that barricades are being installed arbitrarily, which is causing massive traffic jams and beat constables are merely staring at vehicles. Proper police vans with senior police officials on duty should be manning the night patrols. 4) Top Delhi Police brass should be directed to conducted surprise checks regularly during nights to ensure normalcy of the situation on roads. 5) Delhi transport department be directed to carry out a thorough check of its records of driving licences and all doubtful licences record be handed over immediately to traffic police for verifying the records again. 6) All private taxi service operators be immediately served notices by the transport department for getting the records of their drivers and taxis verified afresh and liability be fixed of these service operators. The union home ministry has the reports of the late Justice JS Verma committee, Justice Usha Mehra commission and the report of the parliamentary standing committee on transport, containing concrete recommendations about improving women safety in the national capital. We demand that the ministry should immediately implement steps mentioned in these expert reports which have not been done so far to improve the situation in the national capital. Any delay in taking immediate steps can prove fatal for the residents of the national capital and the central government must wake up before it is too late.
