From Wall Street to Grand Army Plaza in Brooklyn, voters arrived at polling stations to find that none of the lever machines were working. Even with small crowds, voters described delays as workers struggled with jammed and broken equipment. In many cases, voters resorted to an even older technology: pen and paper. The city was forced to haul older lever voting machines out of retirement after the introduction of a $95 million electronic system that uses optical scanners to read paper ballots in 2012 resulted in long lines and confusion.
